CALDWELL HISTORIC PRESERVATION COMMISSI
REGULAR MEETING MINUTES ate Z
Monday, December 18, 2023, 6:00 p.m.
Caldwell Planning & Zoning Department, Conference Room, 621 Cleveland Boulevard, Caldwell, Idaho
ROLL CALL:
Commissioner Lyons welcomed those in attendance and called the meeting to order.
Present: Randy Lyons, Julie Best, and John Nothdurft
Absent: Steve Maughan, Nicole Bradshaw and Renee DeHaas
Staff Present: April Cabello, Planner I and Morgan Bessaw, Deputy Director
Others Present: None.
Commissioner Lyons provided a review of the proceedings.
CONSENT CALENDAR: (ALL CONSENT CALENDAR ITEMS ARE ACTION ITEMS)
MOTION by Best SECONDED by Lyons to approve the Caldwell Historic Preservation Commission
minutes of the meeting on October 9, 2023, as printed.

OLD BUSINESS:
(ACTION ITEM: RECRUITING NEW COMMISSION MEMBERS)
Chairman Lyons shared that the commission has had an ongoing problem of making quorum and
asked the commission if they had any ideas or strategies on recruiting new members.
Chairman Lyons stated that educating the people in the neighborhood would help. He also reported
that he had spoken to several people in the neighborhood.
Commissioner Best shared that malting the people in the neighborhood aware of the Historic
Preservation Commission would help.
Commissioner Nothdurft agreed with Chairman Lyons that it comes down to education, getting the
word out and awareness.
Commissioner Best asked if Art is potentially part of the Historic Preservation Commissions roll.
Morgan Bessaw responded that the intent is still to at some point combine this into a Historic
Preservation and Arts Commission but has no timeline when that will happen. She also shared that
she had the City Clerk repost the open commissioner positions on the city website and in the press
release.
Chairman Lyons asked if we are looking to be at six commissioners and that could be an issue for
quorum or voting.

April Cabello stated that we must have five commissioners to be a commission.
Chairman Lyons shared that he thinks a lot of this commission and the importance of this
commission. This area is such an attraction with the success of Indian Creek Plaza, the college and all
the extracurricular activities. He knows people from Boise and the surrounding areas come to look at
the homes in the Steunenberg Historic District.
Morgan Bessaw stated she will follow up and make sure the recruiting for new commission members
will go out in the next City Newsletter.
(ACTION ITEM: COMMISSION TO COORDINATE A STEUNENBERG RESIDENTIAL
HISTORIC WALKING TOUR.)
Chairman Lyons shared that in the past the commission had several walks in the district, and it would
be a great interest and support for the commission going forward to have more walking tours. He has
been on walking tours in Oregon City, and they have an ap you can get on that will identify the year
the house was built, who the architect was, and the style of the house. That would be a real interest
for the district and there is more information that can be added to the walking tour by historians like
Chuck Randolph.
Commissioner Best wanted to know if there was a script for the walking tour.
April Cabello shared that there is a walking tour brochure and that she had emailed it to the
commissioner after the last meeting. Also thought it was on the website.
April Cabello stated that the commissioners can work on this project outside the meeting as long as
no more than 2 commissioners meet to work on the project. Then bring back any work completed for
the commission to review and vote on at a scheduled Historic Preservation Commission public
meeting.
Commissioner Best asked if there is a timing that the commission should took at for having a walking
tour, like when there is a city event going on.
Chairman Lyons responded that is a great idea.
April Cabello stated she that she will keep this item on the agenda as a continued item until the
commission has nailed down the walking tour information and dates for future walks. In the
meantime, 2 or less commissioners may work on this project outside the meetings and bring back any
work done to the next meeting for the commission to review and vote.
(ACTION ITEM: COMMISSION TO WORK ON NEW FLYERS 1 MAILINGS TO THE
STEUNENBERG RESIDENTIAL HISTORIC DISTRICT RESIDENTS.)
Commissioner Best shared that she reviewed the two existing letters the commission sends out to the
residents of the neighborhood. There are a lot of words. People do not read much anymore and
suggested having something visual and kept simple. New residents are looking for basic information
and how to navigate the information. The commissions job is to be ambassadors and to help, and not
to scare them away or feel like it is a really difficult process. The commission should try and disburse
the letters in different ways.
April Cabello stated that this is another project the commission may work on outside the commission
meetings as long as no more than two commissioners meet to work on the letters.

April Cabello responded yes; the commission may do mailings. Once the letter or letters are complete
and the commission has voted to approve the letters, then she can mail the letters to all the people in
the district and to the property owners. Then can ask to have it placed on the city website.
Commissioner Best stated that she and Chairman Lyons would have time coming up to work on the
letters.
Commissioner Lyons agreed.
Commissioner Nothdurft shared when you are a new resident, things are normally crazy for them and
the mailings probably end up in the trash. Maybe a yearly mailer, something like "Did You Know"
and provide information for the website and where to look. Something to stay on the radar.
Commissioner Best stated that the action item for this is for she and Chairman Lyons to work on the
mailings 1 flyers and bring them back to the next meeting.
(ACTION ITEM: POSSIBLE DONATION FROM U.S. ARMY CORPS OF ENGINEERS —
MEMORANDUM OF AGREEMENT FOR CULTURAL RESOURCES MITIGATION
THROUGH SECTION 106 FOR A PROPERTY AT 3904 S INDIANA AVENUE THAT IS
BEING AFFECTED BY DEVELOPMENT ON THE ADJACENT PARCEL 3919
THATCHER LANE)
Morgan Bessaw shared that the agreement was approved by the City Council and the funds were
accepted. The commission has $10,000 to put toward a project that SHPO approves. In a previous
Historic Preservation meeting it was discussed that maybe getting something listed on the national
register and a lot of ideas were tossed around. It will be up to the commission to come up with a
project that SHPO approves. She also shared that this money can be used as grant match as these
monies arc not federal money but directly from the property being developed by the property owner.
Commissioner Best asked about the SHPO grant.
April Cabello stated that we missed this years CLG grant but there would be an opportunity for next
year.
Chairman Lyons shared that there is a cylo committee grant that could be available for cultural uses.
April Cabello shared that the commission had mentioned an interest in a City -Wide Historic
Preservation Master Plan. SHPO would approve this project for the funds.
Morgan Bessaw shared the list of approved projects per the contract. Completing a National Register
of Historic PIaces nomination, a City -Wide Historic Preservation Plan, developing Design, Guidelines
for historic districts, surveying and inventorying historic properties within the city limits, drafting
Historic Structure reports, conducting a brick and motor project for the national register of historic
places.

April Cabello introduced Commissioner Nothdurft.
Chairman Lyons asked Commissioner Nothdurft to give information about himself.

Commissioner Nothdurft shared his background and work experience. Ile is looking forward to
contributing to the commission and the City of Caldwell.
(DISCUSSION ITEM: 2024 CALENDAR.)
April Cabello reviewed with the commission the 2024 calendar for meeting dates and explained the *
and that means that meeting date is not a normal meeting date due to a holiday. She shared that
Commissioner Bradshaw would not be able to attend the first meeting in 2024 on January 8, 2024, and
if the commission still wanted to meet.
The commission stated that they did want to meet on January the 8'.'
April Cabello further explained that the first meeting of the month is normally for if there is a
Certificate of Appropriateness that needs to be heard or if the commission has something to approve
and move forward, otherwise the second meeting date of the month is the regular meeting date. They
do not have to meet twice a month unless the commission chooses to do so. However, to meet they
must make a quorum, or the meeting will be cancelled.
