Subject: Trip Generation Update for U-Haul Storage Facility in Caldwell, Idaho
This memorandum documents the differences in trips generated between two different site plans for a
proposed moving/storage development, located north of 21st Avenue/Franklin Road and in between
Commercial Way and I-84 in Caldwell, Idaho.
Development Information
The original proposed site plan, dated 07/27/22, which is currently under review includes a one-story,
17,012 sq. ft. building, and 1,284 storage units, built upon approximately 5.77 acres (4.31 usable acres).
Access to the site will be provided via one right-in right-out, left-in three-quarter access on Franklin
Road, west of the existing Franklin Road/I-84 ramps intersection. Traffic desiring to travel east will be
required to make a right turn onto 21st Avenue, a left turn onto Commercial Way, a left on Specht Way,
and then a right on Franklin Road.
An updated site plan, dated 01/13/23, includes a one-story, 14,635 sq. ft. building, and 1,015 storage
units. Access to this proposed site is the same as the original site plan, a right-in right-out, left-in three-
quarter access. Traffic will also follow the same path of travel as discussed above if desiring to travel
east.
Trip Generation
The Institute of Transportation Engineers’ (ITE) Trip Generation Manual, 11th Edition, was used to
obtain daily and peak hour trip generation equations or rates and inbound-outbound percentages, which
were then used to estimate the number of daily and peak hour trips that can be attributed to the
proposed development. The process outlined in the ITE Trip Generation Handbook, 3rd Edition, was
used to determine whether average rates or equations should be used in calculating each land use’s
trip generation.

A comparison of trips generated by each site plan is summarized in Table 1 below.

Conclusions
The original site plan generates 238 daily total trips with 16 in the AM peak hour, and 22 in the PM
peak hour whereas the updated site plan generates 182 daily trips with 12 in the AM peak hour, and
17 in the PM peak hour. The difference between these two site plans is roughly 25% less trips being
generated. With the original site plan generating more traffic, current analysis results are more
conservative than what is likely to occur. Therefore, no changes to the submitted TIS are
recommended at this time.
