This meeting will be held in the Community Room of the Caldwell Police Department, 110 S. 5th Avenue, Caldwell, Idaho in order to hear the following: Case Number: ANN22-000006: A request for annexation of approximately 1.74 acres inclusive of three strips of land, parcels R34089010C (0.59 ac) and R34090010 (1.08 ac) R34089010B (0.07 ac) lying adjacent to Mandalay Ranch No. 1 and the Mason Creek Drain with a zoning designation of “R1” (Low Density Residential). The applicant is required to extend and complete the major pathway and landscaping from the current west termination point to Middleton Road. The subject properties are located approximately 480 feet north of the intersection of Middleton and Hwy 20/26 on the west side of Middleton Road. Due to the COVID-19 pandemic, we invite interested parties to participate in public hearings either electronically or in person. If you have a cough, fever, or are not feeling well, please contact Planning & Zoning staff to arrange participation remotely. The City of Caldwell follows the CDC guidelines to allow for distancing in the public meeting area and provide masks/hand sanitizer on site. Virtual Participation Option: Register in advance to provide public comments electronically or by telephone. During the registration process, you will be asked what item on the agenda you wish to speak about. Please use the case number as listed within the written notice. On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the green “public meetings” button on the center of the page. After registration, you will receive a confirmation email containing information about joining the virtual meeting. REGISTER HERE: https://www.cityofcaldwell.org Written comments must be received at least eight (8) days in advance of the meeting to the Planning & Zoning Department at P&Z@cityofcaldwell.org to be included within the staff report. All comments received after the staff report has been transmitted will be included in the case file and provided as late exhibits at the appropriate public hearing. You are being notified because Idaho Code, 67-6509, Local Planning Act 67-6509, requires notice of this public hearing to be provided to all political subdivisions providing services to the site and to all property owners or purchasers of record who own property within 300 feet of the subject area. Public Information/Responsibility: For public hearing cases that are scheduled to be heard by City Hearing Bodies and are not heard on the noticed date: The hearing body is required to provide a “date certain” for when that case will be heard (typically on the next hearing agenda but not always). Additional notices are not required and are NOT sent to property owners or posted on the site. Please check the city’s website for agendas and updates or contact staff for the hearing date that the particular case is to be heard. Case files and exhibits relative to this request can be found online at: http://www.cityofcaldwell.org/departments/planning-zoning/case-files or on file at the Caldwell Planning & Zoning Department and are available for review by appointment only. A person who is visually and/or hearing impaired, or needs an interpreter should contact the City at least 24 hours prior to the hearing. SUGGESTIONS FOR TESTIFYING AT PUBLIC HEARINGS 1. Remember your objective…It is your objective to persuade the decision makers to vote or decide in favor of your side of the issue. It will not help your cause to anger, alienate or antagonize the decision makers who are listening to your presentation. 2. Show your strength…Many neighborhood groups have organized their testimony by having one or a few people speak on behalf of the group. The leader will ask those in the audience supporting the testimony to stand. This conveys to the decision makers the seriousness with which the issue is viewed by the attending parties. 3. Speak to the point…Public officials have heard hundreds of people give testimony. They are grateful when the testimony is pertinent, well organized, and directly regards the matter at hand. Long stories, lectures or philosophy, abstract complaints about generalities, or redundant testimony are usually a poor use of time. 4. State your recommendation. 5. Be informed…. Get a copy of the plan being heard, the staff report, the proposed ordinance, or other pertinent material. Then read it and plan your comments accordingly. 6. If you don’t wish to speak, write it down… and submit it prior to the hearing. If written testimony is specific, to the point and concise, it will be given as much attention as oral testimony. 7. Be reasonable….Put yourself in the shoes of the decision makers. They must balance all points of view, interests and proposals being made, and find the best course for the overall public good. While.
