AutumnGold Senior Services, Inc. is a local non-profit formed in 2009 and has two primary
missions. AutumnGold coordinates supportive services for low-income seniors and also provides
affordable housing for very low-, low- and moderate-income households. Over the last twelve
years, AutumnGold has constructed or rehabilitated more than 200 homes for purchase by
households making less than 80% of the area median income. The homes are completed
utilizing federal funding from the HUD HOME Program, Neighborhood Stabilization Program,
Community Development Block Grant Program, Caldwell Urban Renewal Funds, and financial
support from a number of local jurisdictions. Additionally, we partner with New Beginnings
Housing in the development of affordable multifamily communities, including several in Caldwell.
Over the past couple of years, AutumnGold has partnered with the City of Caldwell and Idaho
Housing and Finance Association (IHFA), to concentrate on revitalization efforts in the
neighborhood north of the railroad tracks and south of the freeway. We have completed several
small single-family infill projects including seven homes near the corner of Denver and 3rd Street,
three homes at 3rd and Freeport, and three homes at Albany and 14th.
In an effort to increase the inventory of safe and affordable housing for very low-, low- and
moderate-income households, AutumnGold proposes the purchase of a portion of the property
located at the corner of Elgin and 14th from Advocates Against Family Violence to build single-
family homes. Once complete, Eligible buyers of the homes can qualify for as much as thirty-five
percent of the purchase price from IHFA (as determined by IHFA) in down payment and closing
cost assistance, along with additional financial assistance provided by the City of Caldwell’s
Affordable Housing Program. The program requires the homes be used as the primary residence
of the buyer and compliance is monitored annually by IHFA to ensure owner occupancy.
The subject property is just over one acre and is zoned Traditional Neighborhood. AutumnGold
proposes the use of approximately 275 feet (along E Elgin Street) of Parcel #R35091011B to form
ten new single-family lots and construct ten new single-family homes. Lots would range in size
from 3,327 square feet to 3,992 square feet. The homes will face E Elgin Street and will include
rear-load garages accessed via Hope Lane.
Advocates Against Family Violence will retain two non-buildable parcels, one at the corner of N
14th Avenue and E Elgin Street and one at the corner of Hope Lane and E Elgin Street as part of
their overall campus. Landscape was completed as part of the third phase of the adjacent Hope
Plaza Apartment project. All utilities are available to the site and are located in both the private
Hope Lane and E Elgin Street.
The homes will be a combination of one, one and one-half, and two-story models and range in
size from 980 to 1,280 square feet. The proposed homes will be similar in design and size to
those recently completed by AutumnGold at the southwest corner of Denver and 3rd.
