This meeting will be held in the Community Room of the Caldwell Police Department, 110 S. 5th Avenue, Caldwell, Idaho in order to hear the following: Case Number TE23-000004: Hubble Homes, on behalf of Providence Holdings LLC, is requesting a preliminary plat 18-month time extension of Mason Creek Landing Subdivision Preliminary Plat. The original development, SUB-16P-02 was approved for 311 single-family residential lots, twenty-one (21) 4-plex lots, thirty-four (34) common open space lots, and one (1) proposed park on approx. 114-acres on December 19, 2016. The development has received one 18- month administrative time extension (TE-19-01) on April 18, 2019, and has received one hearing-level extension (TE21-000006) by approval of the City Council on December 6, 2021. City Code requires final plats within phased subdivisions to be recorded in successive intervals of not more than 12-months. Mason Creek Landing subdivision recorded Phase 4 in June of 2022, making the final plat recordation for Phase 5 due by June 16, 2023. The developer is concurrently developing the adjacent subdivision, recorded under a separate preliminary plat known as Mason Creek Grove to construct the utilities, road network, access points and drainage design on both subdivisions as if they are the same project, and has an immediate need to pursue Mason Creek Grove phases 2 and 3 at this current time. Therefore, an 18-month time extension is being requested for the Mason Creek Landing Preliminary Plat to allow additional time to record Phase 5 of Mason Creek Landing. The subject parcel is located approximately 1,164 feet east of the intersection of Skyway Street and Middleton Road on the south side of Skyway Street, in Caldwell, Idaho. Written comments must be received at least eight (8) days in advance of the meeting to be included in the staff report for review and consideration by the hearing body. All comments received after the staff report has been transmitted will be included in the case file and provided as late exhibits to the Commission or Hearing Examiner at the public hearing for consideration at their discretion. Please send comments to the Planning & Zoning Department at P&Z@cityofcaldwell.org. You are being notified because Idaho Code, 67-6509, Local Planning Act 67-6509, requires notice of this public hearing to be provided to all political subdivisions providing services to the site and to all property owners or purchasers of record who own property within 300 feet of the subject area. Public Information/Responsibility: For public hearing cases that are scheduled to be heard by City Hearing Bodies and are not heard on the noticed date: The hearing body is required to provide a “date certain” for when that case will be heard (typically on the next hearing agenda but not always). Additional notices are not required and are NOT sent to property owners or posted on the site. Please check the city’s website for agendas and updates or contact staff for the hearing date that the particular case is to be heard. Case files and exhibits relative to this request can be found online at: http://www.cityofcaldwell.org/departments/planning-zoning/case-files or on file at the Caldwell Planning & Zoning Department and are available for review by appointment only. Further information can also be obtained by calling 208-455-3021 and by leaving a message if after-hours. Information can also be requested by emailing Planning & Zoning at P&Z@cityofcaldwell.org. A person who is visually and/or hearing impaired, or needs an interpreter should contact the City at least 24 hours prior to the hearing. SUGGESTIONS FOR TESTIFYING AT PUBLIC HEARINGS 1. Remember your objective…It is your objective to persuade the decision makers to vote or decide in favor of your side of the issue. It will not help your cause to anger, alienate or antagonize the decision makers who are listening to your presentation. 2. Show your strength…Many neighborhood groups have organized their testimony by having one or a few people speak on behalf of the group. The leader will ask those in the audience supporting the testimony to stand. This conveys to the decision makers the seriousness with which the issue is viewed by the attending parties. 3. Speak to the point…Public officials have heard hundreds of people give testimony. They are grateful when the testimony is pertinent, well organized, and directly regards the matter at hand. Long stories, lectures or philosophy, abstract complaints about generalities, or redundant testimony are usually a poor use of time. 4. State your recommendation. 5. Be informed…. Get a copy of the plan being heard, the staff report, the proposed ordinance, or other pertinent material. Then read it and plan your comments accordingly. 6. If you don’t wish to speak, write it down… and submit it prior to the hearing. If written testimony is specific, to the point and concise, it will be given as much attention as oral testimony. 7. Be reasonable….Put yourself in the shoes of the decision makers. They must balance all points of view, interests and proposals being made, and find the best course for the overall public good. While. Be prepared to compromise. Any person needing special accommodations to participate in the meeting should contact the City Office at 208-455-3021 prior to the meeting. Cualquier persona necesitando comodidades especiales para participar en la reunión debe contactar al las oficinas de la Ciudad o llame a 208-455-3021 antes de la reunión. 1 1232 7 3 11 33 2 6 5 9 8 4 97 10 13 96 96 96 76 82 27 81 93 84 94 77 28 75 83 31 30 60 63 62 64 48 19 68 70 55 58 5657 59 5354 90 3637 87 95 72 74 71 65 51 50 42 52 46 41 47 4043 45 24 26 25 1417181516 49 44 21 22 23 67 66 69 20 92 29 86 34 39 80 38 73 88 85 91 89 79 35 78 6196 61 61 Linden RdMiddleton RdMidland BlvdSkyway St Alleghenny Way Susquehanna WayWilderness DrNoble DrSumpter StSanta Ana AveRed Eagle WayBidwell St Newell WayMcKinley St Kennebec Way Newton St R alsto n W a y Smiley Peak AveAdirondack Way Fallow Field StNanticoke AveBoulder Peak St Lone Pine AveDelmarva AveAlder Creek LnJames AveRosebud DrGeneva Way Super Cub DrChamplain DrSmith Fork Way Champlain Pl Para chu t e C t C umb e rla n d P l Rubble WayHwy 20/26 CityofCaldwell DISCLAIMER The information represented on this map results from the compilation of a variety ofsource materials.
