One is a second letter from Vallivue School District and the other is a letter from 1 Applicant Requests Annexation and Zoning Special Use Permit Approved by P&Z Commission Laster The project location is a 14 acre parcel located at 4121 and 4114 Laster Lane. The applicant is proposing the parcels be annexed into the City with an R-3 (High Density Residential) zone. 2 Photos of Subject Parcels 3 Site Plan 12 Apartment buildings 288-units Clubhouse 288 unit apartment complex with 12 24-plex buildings is being proposed, along with a clubhouse, gym and fitness room, community lounge, and a community kitchen A traffic impact study (TIS) was performed and reviewed by the City of Caldwell Engineering Department. 4 Landscaping Proposing 14% open space NOTE: Code requires a minimum of 10% open space The code requires 10% open space and they provide 14%, equaling about 1.96 acres of qualifying open space. Units 9 and 10 will be two story. 20. The developer will work with homeowners around buildings 9 and 10 to increase landscaping. 21. Applicant will need to work with the adjacent property owner to the east owning parcel R2519400000 to establish a recorded pathway easement on their property, and to construct an 8-10’ wide public pathway with all required landscaping along the Elijah drain, connecting from Alante at Spring Run to the edge of the Notus Canal. The construction and connection of the public pathway shall be completed prior to the issuance of certificate of occupancies for any structures along the northeast and east boundary lines as shown below. If permission cannot be obtained from the property owner of parcel R2519400000 the applicant will need to install the pathway on their site. Added Conditions 16 Staff Analysis Staff finds the proposed request is in compliance with Caldwell City Codes, and Is in conformance with the comprehensive plan - Aligns with four (4) goals and eight (4) policies. Staff recommends that if Council approves the request that such request is subject to the Conditions as specified in the Findings of Facts, Conclusions of Law, and Order of Decision.
