RE: Huntington Ridge East Subdivision No. 1 – Final Plat Application
Dear Planning and Zoning Staff,
This letter is to accommodate and describe the intent of the Huntington Ridge East
Subdivision No. 1 final plat. Along with this letter, we are submitting the required
documents for this application.
Huntington Ridge East Subdivision No. 1 is the first of four phases of development. It is
entirely zoned R-1 for low-density single-family. This development includes 38 total lots
with 30 buildable and 8 common lots on ±9.902 acres. The minimum lot size is 5671 S.F.,
and the maximum lot size is 19461 S.F., with an average lot size of 7934.27 S.F.
The percentage of usable open space is 12.4% for this phase alone. The amenity
includes a multipurpose court that will be painted for pickleball and half court
basketball.
The City of Caldwell will provide sewer and water to the site. Pressure irrigation is also
provided to each home. The project is subject to the stormwater management
requirements of the City of Caldwell (City). The site is divided into eight (8) drainage
basins: Basin A, B, C, D, E, F, G, and H; four subbasins within Basin A: Subbasin A1, A2, A3,
and A4; and two subbasins within Basin B: Subbasin B1 and B2. Storm runoff will be
contained on site in three (3) storage facilities consisting of a retention basin/seepage
bed combination (Retention Basin A, Seepage Bed 1 and 2), a retention basin
(Retention Basin B), and a seepage bed (Seepage Bed 3). Runoff will be collected
through either overland flow directly into the facility; or catch basin inlets and
conveyed through a storm piping system. Basin A storm runoff will be treated through
two 1500-gallon sand and grease traps in series prior to entering Retention Basin
A/Seepage Bed 1 and 2 combination. Basin B storm runoff will be treated through one
1000-gallon sand and grease trap prior to entering the Seepage Bed 3. Basin C storm
runoff will be conveyed via overland flow to a temporary retention basin. Basin’s D and
E storm runoff, respectively, are landscaped areas not sloped towards the street.
Minimal runoff will be treated through landscape swales that prevent runoff to adjacent
lots. Basin’s F, G, and H storm runoff, respectively, will be treated on each individual lot
and will be the responsibility of the future lot owner to retain runoff on each respective

lot. The proposed locations of the storage facilities, as well as their contributing basins,
can be seen in Figure 2. The storm system design is based on the City of Caldwell’s 2009
Stormwater Management Manual.
