PUBLIC MEETING INFORMATION
CITY OF CALDWELL
We invite interested parties to participate in public hearings either electronically or in person. If you
have a cough, fever, or are not feeling well, please contact Planning & Zoning staff to arrange
participation remotely. The City of Caldwell follows the CDC guidelines to allow for distancing
in the public meeting area and provide masks/hand sanitizer on site.
Virtual Participation Option: Register in advance to provide public comments electronically or by
telephone. During the registration process, you will be asked what item on the agenda you wish
to speak about. Please use the case number as listed within the written notice.
On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the green
“public meetings” button on the center of the page. After registration, you will receive a
confirmation email containing information about joining the virtual meeting. REGISTER

Written comments must be received at least eight (8) days in advance of the meeting to the Planning
& Zoning Department at P&Z@cityofcaldwell.org to be included within the staff report. All
comments received after the staff report has been transmitted will be included in the case file and
provided as late exhibits at the appropriate public hearing.

VI. OLD BUSINESS:
1. ACTION ITEM: Public Hearing (Quasi-Judicial): Continued from November 8, 2023 -
Case Number CPM23-000009, PUD23-000003, SUB23-000026, ZON23-000008:
Ardurra, on behalf of Florida-Karcher LLC, is requesting a comprehensive plan land use
map amendment from Highway Corridor and Commercial & Service, to Highway
Corridor and Medium Density Residential, to include approval of Resolution 216-23
associated with CPM23-000009. There is a zoning map amendment application and
development agreement to change the zoning from R-1 (Low Density Residential), C-1
(Neighborhood Commercial), and C-2 (Community Commercial) to 18.38 acres of R-2
(Medium Density Residential) and 44.15 acres of H-C (Highway Corridor) as
approximately identified in the map below. Concurrently the applicant is requesting
approval for a planned unit development and preliminary plat for Parcels R3274300000
and R3274400000 for Karcher Commons, an approximately 62 acre mixed use
subdivision, with 336 multi-family units, 196 townhome style multi-plex units, and 16
commercial units. The subject parcels are located on the North side of Karcher Rd., the
full width of land between Indiana Ave. and Florida Ave., in Caldwell, Idaho. (Katie

VII. NEW BUSINESS:
2. ACTION ITEM: Public Hearing (Legislative): Case Number: ZOA23-000002: The
City of Caldwell Planning and Zoning Department is requesting a zoning code
amendment to modify Chapter 10, Articles 1 and 2, to create a P-D (Public District),
identify associated permitted uses and land development standards; and to reformat the
tables for clarify and consistency. This ordinance would be in full force and effect from
and after its passage, approval, and publication, according to law; provides for
severability; and repeals conflicting ordinances, resolutions, and orders. (Joe Dodson)
VIII. ADJOURNMENT
Public Information/Responsibility: For public hearing cases that are scheduled to be heard by City
Hearing Bodies and are not heard on the noticed date: The hearing body is required to provide a “date
certain” for when that case will be heard (typically on the next hearing agenda but not always).
Additional notices are not required and are NOT sent to property owners or posted on the site. Please
check the city’s website for agendas and updates or contact staff for the hearing date that the particular
case is to be heard.
Next Regular Planning and Zoning Commission Meeting is on December 13, 2023. Any person
