If you have a cough, fever, or are not feeling well, please contact Planning & Zoning staff to arrange participation remotely. The City of Caldwell follows the CDC guidelines to allow for distancing in the public meeting area and provide masks/hand sanitizer on site. Virtual Participation Option: Register in advance to provide public comments electronically or by telephone. During the registration process, you will be asked what item on the agenda you wish to speak about. Please use the case number as listed within the written notice. On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the green “public meetings” button on the center of the page. After registration, you will receive a confirmation email containing information about joining the virtual meeting. ACTION ITEM: Public Hearing (Quasi-Judicial): Case Number: SUP23-000005: Hatch Design Architecture, on behalf of Venus Development LLC, is requesting a special use permit to construct approximately 123,226 square feet of self-storage for the Guardian Boat and RV Storage facility, which will consist of five (5) storage buildings and an office space. The property is zoned C-3, Service Commercial, which permits mini-storage facilities with a Special Use Permit. The subject parcel is located on the west side of Middleton Road approximately 425 feet south of the intersection with Ustick Road, in Caldwell, Idaho.. (Staff Planner: Alex Jones) 2. ACTION ITEM: Public Hearing (Quasi-Judicial): Case Number: SUB23-000019 / SUP23-000008: This case is being continued and will be heard at the September 13, 2023 Hearing Examiner Meeting. Leavitt & Associates Engineers Inc., on behalf of Silvestre Castaneda, is requesting approval of a preliminary plat application for 3MS Subdivision as well as a special use permit for eleven (11) four-plex units and one duplex unit, for a total of 46 dwelling units. The parcel is 4.03 acres bringing the proposed density to 11.41 units per acre; the site is currently zoned T-N (Traditional Neighborhood). The parcel is located on the northeast side of East Elgin St., approximately 650 feet southeast of the intersection with North 10th Ave., in Caldwell, ID. (Staff Planner: Katie Wright) 3. ACTION ITEM: Public Hearing (Quasi-Judicial): Case Number: SUP23-000010: Kimley-Horn, on behalf of Auston Cox and Steve Satterlee, is requesting a special use permit for a multi-family development in excess of 25 feet in height adjacent to single family residential development. The Kahari Apartments are proposed to consist of four 3-story multifamily buildings, each containing 12 units, for a total of 48 units. The proposed density is 20.42 units per acre. An existing single family residential home is also proposed to remain on site. The parcel is zoned R-3 (high density residential). The subject parcels are located on the East side of N Illinois Avenue, just South of the intersection with E Madison St, in Caldwell, Idaho. (Staff Planner: Alex Jones) 4. ACTION ITEM: Public Hearing (Quasi-Judicial): Case Number: CPM23-000004 / SUB23-000013 / PUD23-000001 / ZON23-000004: This case is being removed from the agenda and will be re-noticed for a future Planning and Zoning Commission meeting. NV5, on behalf of Viper Investments LLC is requesting a comprehensive plan land use map amendment from MDR (Medium Density Residential) to HC (Highway Corridor), and a rezone from R-2 (Medium Density Residential) to H-C (Highway Corridor), for approximately 39.039 acres of the northern portion of Parcel R3430901200 adjacent to Highway 20/26, to include approval of Resolution # 97-23 associated with CPM23-000004 and a development agreement associated with ZON23-0000004. Concurrently the applicant is requesting approval for a planned unit development and preliminary plat for Parcel R3430901200 (approx. 75.02 acres) and R34297010B0 (approx. 43.47 acres) for a mixed-use development, Escalon Park, within a proposed split zone of R-1 (Low Density Residential) and H-C (Highway Corridor) consisting of nine (9) commercial lots totaling 38.15 acres (including right-of-way), sixty (60) common lots, one (1) road lot, two-hundred and forty (240) single family residential lots, and one (1) apartment lots. The development is proposing a total of four-hundred thirty-tow (432) dwelling units with a density of 5.37 DU/Acre. The subject parcels are located on the south side of Hwy 20/26 between Middleton Road and Midland Boulevard, in Caldwell, Idaho. (Staff Planner: Katie Wright) VI.
