HomeMy WebLinkAboutHE Minutes 06-28-23Page 1 | 2 Hearing Examiner Minute 06/28/2023 HEARING EXAMINER REGULAR MEETING MINUTES Wednesday, June 28, 2023 @ 1:30 pm Caldwell Police Department, Community Room, 110 S. 5th Avenue, Caldwell, Idaho CALL TO ORDER – Hearing Examiner, Ms. Sabrina Durtschi opened the meeting for the public hearing at 1:30 p.m. REVIEW OF PROCEEDINGS (OPENING STATEMENT) – Ms. Sabrina Durtschi outlined the procedures for the public hearing. MEMBERS PRESENT: Angelica Gomez (Administrative Assistant); Alex Jones (Associate Planner); Morgan Bessaw (Planning & Zoning Deputy Director). CONSENT CALENDAR: (ALL CONSENT CALENDAR ITEMS ARE ACTION ITEMS) 1. Approve minutes for the Hearing Examiner meetings held on April 26, 2023 & May 10, 2023. OLD BUSINESS: NONE NEW BUSINESS: ACTION ITEM: PUBLIC HEARING (QUASI-JUDICIAL): CASE NUMBER: SUB23-000007 (BELARDI CROSSING): AUTUMNGOLD SENIOR SERVICES, INC, ON BEHALF OF ADVOCATES AGAINST FAMILY VIOLENCE, INC. IS REQUESTING APPROVAL OF A PRELIMINARY PLAT TO BUILD TEN (10) NEW LOTS AND CONSTRUCT TEN (10) NEW SINGLE-FAMILY HOMES. LOTS WOULD RANGE IN SIZE FROM 3,327 SQUARE FEET TO 3,992 SQUARE FEET. THE HOMES WILL FACE E ELGIN STREET AND WILL INCLUDE REAR-LOAD GARAGES ACCESSED VIA HOPE LANE. THE HOMES WILL BE A COMBINATION OF ONE, ONE AND ONE-HALF, AND TWO-STORY MODELS AND RANGE IN SIZE FROM 980 TO 1,280 SQUARE FEET. THE SUBJECT PARCEL (APPROXIMATELY 1.07 ACRES) IS LOCATED AT 0 HOPE LANE, PARCEL R35091011B0, IN CALDWELL, IDAHO. Alex Jones (Associate Planner) 621 Cleveland Blvd., provided the staff report by outlining its contents by use of a PowerPoint presentation. He noted there were no open space requirements for subdivisions under eleven residential lots; however, they would provide the 10’ landscape buffers on the south and western boundaries. In response to questions from the Hearing examiner, Mr. Jones stated the applicant would provide information as to any improvements in the alley along the backside of the road including sidewalk. Cathy Venrick (Applicant) 623 S Kimball Ave., spoke in favor of the request and provided a description of the application by use of a PowerPoint Presentation. She also gave a brief description of AutumnGold and stated that it was a local non-profit entity, which provided affordable housing for seniors. She noted they would be doing improvements of curb, gutter and sidewalk along the alleyway. Ms. Venrick mentioned that they use federal funding from different funding sources for construction. She added that the houses would be sold to households making less than eighty percent (80%) of the area meeting income. They would qualify for up to thirty-five percent (35%) of the purchase price in assistance from IHFAY, and would receive additional assistance up to $20,000 from the City of Caldwell. In response to questions from the Hearing Examiner, Ms. Venrick responded that since there were only ten units in the development, and it was low-income housing, it would be difficult to develop and manage an HOA. She asked if there was any leniency on having an HOA or if that was a requirement.
