Board Members Present: Arnaldo Hernandez, Jim Porter, Robert Acosta, Adam Garcia, and
Estella Zamora.
Board Members Absent: Sid Freeman and Patricia Benedict.
Staff Members Present. Mike Dittenber, Edwin I,ara, MaryAnn Valenzuela, and Rosario Soto
In Order of Business
1. Roll call and call to order:
Arnold called the meeting to order at 12:00 p.m.
2. Agenda Approval
Jim Porter motion to accept the agenda as presented, seconded by Adam Garcia, and approved
by the Board at 12:01 p.m.
3. Approval of the June 2023 Meeting Minutes
Adam Garcia made a motion to approve the June minutes, seconded by Jim Porter, and approved
by the Board at 12:05 p.m.
4. Review of Water Rights Transfer
Mike spoke with the Board about CHA's water rights and how the city is willing to except
transfer of water rights in lieu of the required connection fees. Mike indicated CHA could
transfer one (1) water right that would be sufficient for the city but needed to retain the other two
(2) longer. Mike also explained the city is a couple months behind schedule and we could revisit
the matter at a future meeting. Arnold asked the item to be tabled for discussion at a future
meeting.
5. Equipment Purchase
Mike informed the Board that Maintenance and Operations Staff were requesting a mini
excavator for their continued work on the Farmway Village water line. There was a small
discussion about the necessity of the machine, but the Board concluded the Maintenance Staff
knew best about their equipment needs and it was appropriate to approve their request. Adam
Garcia made a motion to approve the purchase of a mini excavator, seconded by Estella Zamora,
and approved by the Board at 12:25 p.m.
6. Financial Report
The Financial Officer, Rosario Soto was absent from the meeting and the financial report was
postponed one month.
7. Adjourn
Adjourned at I.45 p.m.
