June 25,2003 Meeting
The Caldwell Fire Department (CFD) offers the following comments regarding the following case
to come before the Caldwell Hearing Examiner on June 25,2003:

These commercial parcels sit behind an existing truck wash on Aviation Way. There is a major
concem to the CFD regarding proposed development of this land in relation to access.
1.) Aviation Way is a dead end roadway from Hwy.20-26 southward - about a hallmile long.
The roadway is only partially developed to its ultimate right-of-way width, pending future
development on the east side of Aviation Way. This means that there is only one means of
ingress and egress from Hwy. 20-26. A single means of ingress and egress is in violation of our
secondary access policy. Per conversations I have had with city staff, the prognosis for
secondary access in and out of this area does not appear likely in the near future.
2.) The existing truck wash was allowed to develop because it is a low-hazard type of occupancy
and structure. A recently proposed expansion at High Country Plastics, located at the dead end
of Aviation Way, would be required to install an automatic fire sprinkler system in order to
expand their facility. If Aviation Way cannot (or will not) be able to provide secondary access to
either the east or the south, then similar mitigation measures (automatic fire sprinkler systems)
would be imposed on any new development off that portion of Aviation Way.
3.) Development of these parcels would likely require the installation of additional fire hydrants
than those on Aviation Way proper.

The CFD has no problems with this request. Any modifications to buildings will be subject to
conditions and code compliance during routine building permit plan review.

The Engineering Department provides the following comments on the above referenced rezone from R-2
(Combined Medium Residential) to C-1 (Community Commercial):
Future development will require adherence to the City's lnfrastructure lmprovement Policy in regards to
curb, gutter and sidewalk improvements. This area is designated as historical and the location of any
sidewalk improvements will have to match existing sidewalks on the block.
Any future development of existing lots and/or any additional impervious area created by modifications
to the existing structures shall comply with the City's Stormwater Management Policy.
The right-of-way for the alley on this block that runs parallel with Blaine Street and Arthur Street has not
been dedicated to the City. However, a sewer main line is located in the alley and the City Street
Department maintains the alley, therefore, the City assumes a prescriptive use of the alley. The City will
require dedication of the alley as public right-of-way as a condition of future site development.
The ldaho Transportation Department (lTD) has jurisdiction over Blaine Street rights-of-way and any
improvements made in these rights-of-way must be permitted through lTD. The City would prefer thai
any future development combine or widen existing approaches onto surrounding streets instead of
creating new ones.
