Mobil Home Park Date: October 28, 1997 •---'- The proposed amendment to the original special use permit provided for Crestline involves an increase in density of the development. The Engineering Department will provide no opinion on the proposed change in density. The previous comments provided for the Crestline Development should apply to the new proposal. Those comments are attached to this memorandum for reference. ,2_ MEMORANDUM To: Linda James From: Gordon Law, City Engineers Re: Case No. SUP-19-97 and VAR-05-97 Application of Greg Johnson for 80 Lot Mobile Home Park Date: July 16, 1997 The City of Caldwell Engineering Department provides the following comments in regards to the above referenced application: 1. The Engineering Department will not provide comment on the applicant's request for a special use permit to develop a mobile home park. 2. The applicant's request for a variance from the requirement for two accesses on a public street, is more appropriately addressed by the Fire and/or Police Departments and the Engineering Department will provide no comment. 3. The applicant's request for the reduction of public right-of-way from 56 feet to 50 feet is an issue normally not raised in connection with mobile home parks. Most parks opt for private streets. For a private street, a back-to-back of curb street section of 37 feet is usually acceptable. The latest permit approved for a mobile home park also included the requirement of 4-foot sidewalk on one side of the street. If the applicant is desirous of dedicating a public street to the City, the issue of right-of-way and other items should be discussed in derail with the Engineering Department. 4. The applicant will be required to provide and install street signage and traffic control • signage in the park prior to issuance of any building permits. 5. The applicant does not state whether public or private sewers are to be provided for the park. If public sewers are provided, then it is necessary that maintenance easements be provided within and outside the park. The City also requires that manholes be located on centerline of streets. 6. The applicant does not state whether a public or private water system is to be provided for the park. If a public system is to be provided, minimum separation between sewer lines and water lines is to be 10 feet. Also, maintenance easements are to be provided. We also suggest that the applicant look at possible ways of looping the park water system into the City's main rather than providing a single access. 7. The Engineering Department strongly recommends that irrigation for lawns and common areas be provided from other sources other than the City's potable water supply. The approval of the applicable irrigation district for the irrigation and drainage system may be required. 8. It is the obligation of the developer to provide adequate storm drainage to take care of all impervious surfaces within the park. The design procedures and requirements of the City are contained in a document entitled. City of Caldwell Engineering Requirements for Design of Storm Drainage Facilities (Latest Issue). 9. Based on the information provided in the application of a special use permit, the following permits will be required: a. A permit from Union Pacific Railroad for a sewer bore under their mainline tracks. b. A Corp of Engineers permit for constructing a bridge over Indian Creek. c. A Bureau of Reclamation permit for construction of a bridge over Indian creek and perhaps for construction of a storm drainage out-fall. 10. If public streets are provided in the park, then street lighting meeting the minimum requirements of the City of Caldwell, will also be required at developer's expense. Street lighting meeting the minimum requirements of the City of Caldwell, and located on a public right-of-way, may be dedicated to the City at the conclusion of construction. The above comments are not intended to be all inclusive, but address issues that appeared on the applicant's submittal to Planning and Zoning. Applicant is invited to visit with Engineering Department further as questions arise on this development. Applicant is also required, if the special use permit is approved, to provide a complete set of development plans subject to review and approval by the City Engineering Department. Some design requirements may vary depending on whether public or private facilities are intended. That a fire-flow of 1, 000 gallons per minute at 20 psi residual pressure for a two hour duration be available to service the entire project. Fire hydrants shall be placed an average of 500' apart. 1994 UFC Appendix _1II-A 2 . It is suggested that_ a theme is be used for street naming for the project. 3. If phasing is done for the project, please contact the Caldwell Fire Marshal for turn__aroun:d._requirements. 4 . The proposed street names will have to be approved by the Caldwell Fire Marshal per the City of Caldwell Street naming Policy. 5. The turning radii will be required be required to be 28' inside radius and 48' outside radius. 6. A temporary emergency vehicle access will be required before combustible construction_is.present. It will be required to be 26' wide and be provided with an all weather surface consisting of 6" of pit run and 2" of 3/4" crushed gravel equivalent. UFC 901 . 3 7 . The fire hydrants will have to be in place and accepted by the City Engineer for water quality bfrre any combustible construction is moved onto the building sites. UFC 901 .3 9. The fire hydrants are to be installed with the 4 1/2" outlet facing roadway at a finish height of 18" above final grade to the center of the 4 1/2" outlet- -NY). 10. All required fire hydrants shall have a minimum of 6' clear circumference from mature landscaping or other fixed vertical objects. UFC 1001 .7.2 11 . The proposed street names will have to be screened through the Canyon County Assessor' s office for duplication in the County. The project will have to comply with the City of Caldwell Street-naming Ordinance. The final approval of proposed street names will have to be approved by the Caldwell Fire Marshal. 12 . Lot 9 of the project will have to be made a 90-degree turn to turn to allow for a split of street names for Robin at this intersection. 13. The final placement of fire hydrants will have to be approved by the Caldwell Fire Marshal. 14 . Premises Identification. All numbers or addresses shall be 6" and clearly visible from the street. The numbers shall contrast with their background. They shall be displayed on the front of the premises. I appreciated the opportunity to meet with Darrell Mayes, Gordon Law, and Bud Knickerbocker to discuss the National Flood Insurance Program. The findings of this Community Assistance Visit indicate that the city is doing a good job of regulating floodplain activity and enforcing the floodplain ordinance the city adopted. Based on the results of this CAV, your community's eligibility in the National Flood Insurance Program is assured. During the meeting, we discussed the regulation in your floodplain ordinance that applies to floodway encroachments. Your ordinance "prohibits floodway encroachments, including fill, new construction, substantial improvements, and other development unless certification by a registered professional engineer or architect is provided demonstrating that the encroachment shall not result in any increase in flood levels during the occurrence of the base flood discharge" . The propose bridge over Indian Creek to access the Creekside Subdivision will need to comply with this regulation. I have enclosed a "no-rise certification" form that can be used for this purpose. I have also enclosed other items that were requested during the meeting. State St. #115 Boise,ID 83703 Project: Creekside Mfd. Housing Park Dear Jeff: The property owner adjacent to the northeast side of Creekside Mfd. Housing Park had a fence for his livestock that ended at Indian Creek. The construction activities for Creekside removed this existing fence and replaced it with a site obscuring 6' chain link fence. This new fence will need to extend to Indian Creek to match the existing condition prior to Creekside construction activities. You will be responsible for any permits required to do this. Also,the preliminary plat that was submitted to the City shows this 6' chain link fence extending along the east boundary of Creekside to the southwest right-of-way line of Chicago Street(on the north side of Indian Creek). The City will require this site obscuring fence to be installed in order to meet the conditional use permit. Note: These fencing issues, along with the completion of the tot lot fence and playground system, and the screen on the overflow pipe in the detention pond will need to be completed before 11/7/99, or the City will file a claim against the construction security and complete these items at the expense of the owner and surety. He stated the following two options you can pursue to construct the site obscuring 6' chain link fence that is a part of the Special Use Permit: 1. Have a registered engineer conduct a"no rise determination"to prove that the construction of this fence will not adversely impact Indian Creek. 2. Build this fence to pass the "base flood"(or 100 year event) by using a"hinge"or"break- away"method of construction.
