The Engineering Department provides the following comments on the above referenced rezone
from R-2 to C-1:
1. Future development will require adherence to the City's lnfrastructure lmprovement Policy
with regard to curb, gutter, and sidewalk improvements. This area is designated as historical
and the location of any sidewalk improvements will have to match existing sidewalks on the
block.
2. Any future development of existing lots and/or any additional impervious area created by
modifications to the existing structures shall comply with the City's Stormwater Management
Policy.
3. The right-of-way for the alley on this block that runs parallel with Cleveland Blvd. and Blaine
St. has not been dedicated to the City. However, a sewer main line is located in the alley and
the City Street Department maintains the alley, therefore, the City assumes a prescriptive use
of the alley. lf allowed by the Zoning Ordinance, the City will require dedication of the alley as
public right-of-way.
4. The ldaho Transportation Department (lTD) has jurisdiction over Blaine St. and Cleveland
Blvd. rights-of-way and any improvements made in these rights-of-way must be permitted
through lTD. The City would prefer that any future development combine or widen existing
approaches onto these streets instead of creating new ones.
5, The Engineering Department does not oppose the proposed rezone. The Engineering
Department does request that the conditions from the existing Special Use Permit for the
Stephens property ("Bean Hoppe/') remain in force if the property is rezoned.
