When I purchased a piece of property on War Eagle Road I annexed into the city of Caldwell with the intention to build a new shop and then a new home as funds became available. Since purchasing the bare property last May I have steadily improved the property, first we had a septic system installed, and then brought electricity service onto the property, and had a well installed. After securing the utilities we purchased a steel building with hopes of having our builder erect it, it is scheduled to be delivered at or near the end of March, then we came in to apply for a building permit prior to laying the foundation. That brings us to where we are now. Building this shop will enable me to empty my rented storage space and my garage at home of all my tools and equipment, freeing up more money, not to mention giving me a place to play and the returned use of all those tools and equipment, a place that is clean and dry and well lit, with compressed air and a hoist. During the last year my wife and I have been able to afford to buy the property, have it surveyed, installed a septic system, a well, as well as electrical service, not to mention the steel building itself. I am not so bold as to try to predict the future, but I can't imagine it will be very long before we are prepared to build a new home. In fact all the above mentioned except the shop building itself have A A been accomplished for the new home, in a sense we are preparing for the home, the shop just needs to come first, it's part of the preceding ground work so to speak. I don't know all the reason and thought for the regulation that is standing in the way of my building permit. If it is thought that it will bring down property values in the surrounding area, don't think that, this building will be a gem out there, it will only increase the property values of the surrounding areas, not to mention it will also increase the property value where it sits which is increased revenue. The building that I propose to build is a new well built steel structure that meets and/or exceeds all codes. My builder Nick Davis of Heartwood homes LLC has been doing business with the City of Caldwell since 2004 and enjoys a good working relationship with the city. I think the intent of the code was to protect investors of an upscale subdivision from someone buying a parcel and erecting a three -sided pole barn for feed or RV storage in what would have been a nice neighborhood. That is not the case here; there are horses in a two -acre pasture South of me, there is a two - acre parcel to the North of me that will have horses soon, there is a make shift auto repair shop East of me, and just the North is the Owyhee Village sub division which is a sub division mostly of mobile homes on one acre parcels. Denying my request for a building permit will be a severe hardship for me and delay the building of our dream home as well as reduced tax based property value income for the city and county. As stated earlier in this letter I need space, space for all my tools and equipment and to stop paying rent on storage space. What I don't need is another house right now; my wife and I have a house in the Four Seasons sub division on Florida between Ustick and Homedale. When the new house is built we will sell our current home or rent it, but right now we need a shop. When I was going through the r annexation process I was left with the impression that there would be no problem getting a building permit. In summarizing, I think that authorizing a building permit for this project is a win -win situation, it will be good for Caldwell and the surrounding community and it will be good for us as well.
