I appreciate being involved in this process and ask that this letter be added to the record. I am the owner of approximately 204 acres in west Caldwell, which is further shown on the attached Exhibit A. Western Farms, Inc. has been farming for the past 30 years in Canyon County. We grow diversified crops and own farmland in Canyon County. This property is currently designated as low density residential in Caldwell's comprehensive plan map. In reviewing the proposed 2040 comprehensive plan map it appears that my property is removed completely from the comprehensive plan map. I am writing you and the City of Caldwell to request that my property remain in Caldwell's comprehensive plan map with the designation of low density residential. This is a land use that is consistent with the area and my property has possible annexation paths as current Caldwell city limits are approximately 700' away and only separated by one parcel. This property is one of the largest single blocks of land remaining in Caldwell's comprehensive plan map and given the proximity to city- Emits and the growth that is occurring in the valley and in Caldwell I believe removing this property from Caldwell's plans would be a mistake. C D A r C r Marvin Quenzer 3320 Marble Front Caldwell, ID 83605 gfarms@.y4hoo.com 208-880-5027 Dear Caldwell Planning Director, I am the family spokesperson for three parcels we own near the NW corner of the Middleton Rd and Linden intersection in Caldwell. These parcels have been previously annexed into the city of Caldwell with an R1 zone designation which formerly allowed for a lot minimum of 6,000 sq. ft. I understand that the City is in the process of updating the Comprehensive Plan map. I would like to ask, on behalf of my family and for'area compatibility' reasons, that our parcels be considered to have their designation changed from R1-low density to 112-medium density zone overlays in your comp plan map updating discussions. Please refer to the enclosed current comp plan map section for the following observations/justifications for this zone designation change request. Our three parcels have been marked with a RED X's and outlined in BLACK for reference. 1. To the west, our parcels are bordered by a charter school and subdivisions previously developed under the former R1 lot minimum of 6,000 sq. ft. 2. To the immediate NW are subdivisions previously and presently being developed under the same former R1 lot minimum of 6,000 sq. ft. and a parcel zoned R2. 3. To the north, our parcels are bordered by an elementary school and an R2 parcel. 4. To the immediate NE are several parcels zoned R2. 5. To the east is an R1 parcel surrounded on three sides by R2 parcels. 6. To the south are various parcels zoned either R2 or Industrial. 7. 1 agree with the SE corner of our eastern parcel having a Commercial designation (RED) for neighborhood retail, office, multifamily or other permitted use near the major intersection. 8. 1 would ask that the Industrial (BLUE) designation (triangle) at the SW corner of our west parcel be changed to a residential designation. 9. Please note that there is a high -power transmission line running through the middle of this property (straight BLACK line on the map). This transmission line makes it more difficult for larger house lots (8,000 sq. ft. minimum) to be marketed as most will not see the value for a larger house lot if there is a high -power line in the vicinity. I would ask that during your comp plan map updating discussions that our parcels be considered compatible with an R2 zoning designation based on all the similar surrounding area designations/uses. If you and your'reviewing staff agree with this analysis, and because the new comp plan update probably won't be finalized for some time, I would ask for a response to that effect that I can include with our upcoming land use application and/or in the Staff Report.
