Riverside Irrigation District, Ltd. does not object to update the bicycle and
pedestrian master plan. However, in updating your master plan the City of
Caldwell needs to be aware of all Riverside Irrigation right-of-ways and
easements according to Idaho Code Section 42.

RE: Case Number OA-17-02: Caldwell Bicycle & Pedestrian Master Plan
To Whom It May Concern;
Caldwell Irrigation Lateral District (CILD) has concerns and questions about the Caldwell Bicycle &
Pedestrian Master Plan. Some of them are:

There may be areas where streets need widened for the bike paths. CILD has irrigation lines running
through the city, if widening is needed this irrigation services, curb stops, risers, pump -outs, etc. may
need to be relocated.
1. Who will be paying for the relocation of the services?
a, Idaho Code 42-1207 states that changes can be made, but written approval must be
obtained from the owner of the irrigation service (this case CILD) & the cost will be the
responsibility of the landowner. Since these changes are not at the property owners
request, but because of the City's planning— who will be paying for the services to be
moved?
Irrigation Pathways
I. We are concerned about the drains that CILD has infrastructure that it operates and maintains.
The report stated that the City is currently in the process of taking over several drainage facilities
from a local irrigation provider, (Pioneer Irrigation). It is my understanding that this is part of the
settlement agreement between the City of Caldwell and Pioneer Irrigation. CILD has an
agreement currently in place with Pioneer Irrigation regarding some of the drains, overflows, etc.
within the CILD boundaries. Is the City looking to takeover all Pioneer lines within the city
limits?
a. The agreement between the City of Caldwell and Pioneer Irrigation District could have
an economic impact on CILD.
2. "Careful consideration should be taken to keep public, especially children away from water"
a. What is the City's plans to do this?
b. WRI this impede the access the irrigation companies have for cleaning of the drains,
overflows, etc.?
c. For example, the access to Indian Creek— will this change?
The impact of prop2sed paths on existing, CILD structures
1. CILD has pump stations at: College pumps (behind Caldwell High School); Logan pump station
that sits on the side of the Dixie drain; pump station at 51h & Paynter, as well as Blaine & 61h
CILD also has a "WYE" diversion that gives water to CILD as well as Golden Gate irrigation.
CILD has the 141h Street crossing, which is an 18 inch line that goes across Indian Creek.

a. Any issues with accessibility?
b. What is the liability of CILD in relation to the proposed paths and the current CILD
structures?
2. The College pump area is a concern.
a. The Cougar Pathway Corridor— has plans to go along the low line canal, as well as going
west to Wisconsin. How & which side will this be done?
3. Indian Creek Corridor, Panther Pathway Corridor, and Cougar Pathway Corridor are all areas of
concern for CILD.
As you can see most of our concerns are about accessibility, liability, costs for changes regarding
services, drains, irrigation boxes, etc. As well as the pending agreement between the City of Caldwell
and Pioneer Irrigation District.
