POSTED: 7-18-2023 BOOK 64 PAGE 126 CALDWELL CITY COUNCIL BUDGET WORKSHOP MINUTES July 25, 2023 Mayor Wagoner opened the meeting at 4:00 p.m. at the Caldwell Airport Conference Room. Council Members present in person: Doty, Stadick, Register, McGee (via Zoom), Allgood, and Williams. PRESENTATION #1: OPENING REMARKS FROM MAYOR WAGONER: Mayor Wagoner provided opening remarks. He noted that the original proposal for wages allows for a 5% increase for all city employees. He referenced the wage study that would be conducted this fall and the additional allowance of 6% that has been set aside pending the results of the study. He cautioned tonight's decision should not cause disparity among other employees within the City of Caldwell. PRESENTATION #2: CPD FY2024 Wage Proposal (Chief Ingram) Chief Ingram provided opening remarks and the review of wages for the CPD personnel. He expressed concern about equity regarding wages for CPD officers in comparison with the City of Nampa and Canyon County Sheriffs Office. He noted that a 13% wage increase has been proposed by the Director of Finance and the Human Resource Director for Caldwell Police Department. He recommended that the proposed wage increase for CPD not be delayed until the completion of the wage study. PRESENTATION #3: CPD FY2024 Wage Proposal (Deputy Chief Sopoaga) Deputy Chief Sopoaga stated that the wages for CPD officers must be competitive with other law enforcement agencies within the Treasure Valley. He provided a PowerPoint presentation comparing police officer wages and benefits in comparison with Canyon County Sheriff's Department and the Nampa Police Department. Calls for Service - Average Calls per Officer: • Caldwell Police Department: 312 • Nampa Police Department: 289 • Canyon County Sheriff's Department: 312 Uniform Allowance: • CPD: SWAT $1,300 and Officers $1,000 • NPD: Officers: $1,000 • CCSO: Deputies: $3,00 Vehicle Assignments: • CPD: Patrol: Ride Share -- Specialty Positions: Assigned permanent vehicle • NPD: Patrol: Ride Share - Specialty Positions: Assigned permanent vehicle • CCSO: Patrol: Assigned permanent vehicle Specialty Positions: Assigned permanent vehicle Longevity Pay: • CPD: • One-half percent for every year of service and $1,000 each year • The annual total is paid out quarterly (four checks per year) • NPD: • $.75 added to base pay at 10 years • $1.25 added to base pay at 15 years • $1.75 added to base pay at 20 years + CCSO (Annual) • Does not receive longevity pay Medical Coverage: • CPD: Family Pre-tax Cost per Month: $157.50 • NPD: Family Pre-tax Cost per Month: $1,759.70 • CCSO: Family Pre-tax Cost Per Month: $178.00 Specialty Pay: • CPD: No changes requested. Wage Proposals: • CPD is behind by 16% in comparison with NPD and CCSO. • Proposal: 13% wage increase (to entire pay schedule). • Keep longevity calculation as is. BOOK 64 PAGE 127 Keep Lieutenants hourly until a fair and accurate wage compensation (salary) is determine Maintain proposed position: o Six Police Officers o One Crime Analyst o One Victim Witness Coordinator o One SRO COMMENTS: • Councilor Stadick commented on the need for potential revisions to the CPD budget to compensate for the wage increase. • Councilor Register commented on previous CPD budgets being presented to Council without substantial change, which has delayed attention to needed salary increases. Chief Ingram addressed this matter noting that the proposed CPD budget has been reviewed line -by-line. • In response to questions from Councilor Register, Chief Ingram explained that Liz Godina has been the sole victim's coordinator for CPD and has also served as a translator for the department. • Councilor Allgood commented that the longevity check has strong value for all of the CPD officers and should remain as a separate benefit and not be included within payroll calculations. Chief Ingram concurred with statements from Councilor Allgood. PRESENTATION #4: CPD FY2024 Wage Proposal (Raelynn North, Finance Director) Ms. North expressed her concern with approving 13% across the board for all employees. She recommended the wage increase be provided only in the lower tears of CPD personnel. She noted that the Caldwell Fire Department labor union'could.potentially negotiate for a wage increase equating to the 13% increase allocated for CPD. All proposals by the; FD`Iabor union must be approved by City Council. 7 COMMENTS: - • Councilor Williams expresied.t6t CPD personnel, cannot be penalized for potential negotiations with CFD. Wages must be competitive -with gher1641 agencies. • In response to inquiries, Ms. Noi itr rgportedt,-,, n Civilian employees do not receive longevity pay. o ARPA funds would not be available to CPD or CFD in next year's budget. o Ms. North reported on her calculated projections for a recommended 1 1 % wage increase versus the 13% wage increase. Discussion followed. o Fund balance would be re -calculated based on final determinations from Council. • Councilor Allgood provided comments in support of the continuance of a separate issuance of longevity pay and it not being included within the payroll calculation. • Councilor Doty clarified that if the 13% was recommended for the FY-2024 budget, CPD leadership would be responsible for potential future budget adjustments to produce a balanced budget. • Chief Ingram emphasized the need for the 13% wage increase for CPD officers. The CPD budget has been calculated to include this wage increase. He indicated that the appropriate data has been analyzed in order to recommend the 13% wage increase. He emphasized the need for ongoing recruitment and retention efforts within CPD. • Councilor Williams stated his support of the 13% wage increase. • Councilor Stadick and Councilor Register stated their concerns for continuing to approve development applications until safety services and infrastructure needs have been fully re-evaluated. Councilor Register suggested a "pause" in development until this task has been accomplished. • In response to questions from Councilor Allgood, Ms. North confirmed that the 13% wage increase is sustainable. • In regards to comments from Councilor Register, Ms. North reported that she is required to present a balanced budget for all departments to City Council for their consideration. BOOK 64 PAGE 128 RECOMMENDATION: • Move forward with the 13% wage increase being calculated within the upcoming FY-2024budget. • Keep the longevity benefit as a separate payment. • Accept the proposal from CPD for the positions as stated in their presentation. Officer Howell from the Caldwell Fraternal Order of Police addressed the longevity pay matter. He noted that the majority of CPD officers voiced to keep the longevity benefit as is.
