BE IT ORDAINED by the Mayor and Council of the City of Caldwell, County of Canyon, State of Idaho:
Section 1- That Chapter 10. Article 11 of the Caldwell City Code shall be amended as follows:
10-11-02(2) APO-2 Noise Abatement Zone: Land within the APO-2 zone may experience adverse effects from

BILLINGSLEY FROM CALDWELL PLANNING & ZONING DEPARTMENT TO MAKE
PRESENTATION)
Mayor Nancolas called the meeting to order at 6:00 p.m.
Council Members present: Blacker, Ozuna, Hopper, Callsen, and Clark.
Guests: Reverend Jim Porter and his wife, Sharon, of the Caldwell Free Methodist Church.
Brian Billingsley, 621 Cleveland Blvd., introduced Elaine Clegg from the Idaho Smart Growth and Trish
Stone, Brent Orton, and Bill Buckendorf of the Bike Routes and Pathways Committee.
Ms. Clegg presented information concerning potential improvements within the City of Caldwell relating to
roadway markings, pathways, and bike routes. She recommended that public policy be reviewed
concerning the inclusion standards for safe routes to schools.
Mr. Billingsley reported on the application status concerning the Safe Routes to School Grant in connection
with the crossing along Grant Avenue to Lincoln Elementary. He also reported on the ITD mini -grant
application.
Trish Stone, representing the Caldwell School District, spoke in support of the safe routes and pathways
program. She noted that Caldwell School District fully supports children walking or riding their bike to
school for the sake of physical fitness.
Brent Orton presented ideas of having effective pathways in relation to City transportation needs. The
roadway standards will address sharing lanes on Principal Arterials.
Bill Buckendorf spoke in favor of safe routes and pathways in connection with retired individuals desirous
of physical activity.
In response to questions from Councilman Blacker, Mr. Billingsley stated that a five-year plan will be
drafted for presentation to Council. He noted that Anne Marie Skinner is currently reviewing City
ordinances for amendments in relation to safe pathways and routes.
Mayor Nancolas expressed his concern with safety issues along Montana Avenue accessing the new
Washington Elementary School. Discussion was held concerning priority being given to this area during
upcoming budget discussions.
The Mayor expressed his concern with the fencing behind Washington Elementary which continues to be
vandalized. Robb MacDonald reported that Engineering Department staff have been researching possible
alternative fencing options. New fencing will be determined within the next few weeks.
No decisions were made or action taken during this workshop. The workshop was dismissed at 6:55 p.m

The Mayor reported that a workshop was conducted at 6:00 p.m. concerning "Safe Routes to School
Project." No decisions were made or action taken during the workshop.
The Mayor asked that everyone stand for the invocation lead by Reverend Porter from the Caldwell Free
Methodist Church and remain standing for the Pledge of Allegiance to the Flag.
The Roll of the City Council was called with the following members present: Blacker, Ozuna, Hopper,
Callsen and Clark.
The Mayor reported that twelve citizens have submitted letters of interest concerning the City Council Seat
Rl vacant position. He noted that a committee has been formulated with members of the community to
conduct the initial interviews. From those interviews three candidate names will be recommended forward
for final interviews to be conducted by the Mayor and Council President Blacker.

and the City Clerk to amend Chapter 8, Article 3, Section 9 regarding animal control and Chapter 10,
Articles 2 and 3 regarding the land use schedule and land use regulations for animals and definitions.
