MINUTES
August 11, 2015
1. Call to Order --Chairperson Doty- Po moransky called the meeting to order for the public hearing
at 7:00 p.m.
IL Roll Call
Members Present: Ed Doty-Pomoransky, Dana Vance, James Nelson and Roger Page.
Members Absent: Kenneth Scholz.
Staff Present: Jarom Wagoner (Senior Planner); April Cabello (Planning Technician); Robb MacDonald
(City Engineer); and Brian Billingsley (Planning and Zoning Director).
Staff Absent: None.
Review of Proceedings Chairperson Doty-Pomoransky announced the procedures for the public hearing.
111. Old Business
A. Approve minutes of April 14, 2015 regular meeting.
MOTION: Commissioner Vance SECOND: Commissioner Page Passed: Unanimous roll call vote.
IV. New Business
A. Case Number OA-15-04 a request by the City of Caldwell Planning and Zoning Department to
amend portions of Chapter 10, the zoning ordinance, of City Code.
Testimony:
I) Jarom Wagoner, 621 Cleveland Blvd., Caldwell, ID 83605, Senior Planner,
presented the staff report and reviewed the proposed changes to Chapter 10 of
Caldwell City Code.
2) Commissioner Nelson wondered about 10-2-3 C. I and 2 and the wording "at the
property owner's expense" should be the same in i and 2.
3) Commissioner Vance wondered about 10-2-3 C. 3 and what is it for.
4) Mr. Wagoner responded to Commissioner Vance that it would be his
recommendation to look further into this with the City Attorney and also felt that
maybe the reason for the wording is to cover the City. Mr. Wagoner stated that he
will talk with the City Attorney to see if the wording needs to be corrected.
5) Brian Billingsley, 621 Cleveland Blvd., Caldwell, ID 83605, Planning Director,
shared that he had made the recommendation to Mr. Wagoner to add under
Definitions 10-07-01, Bark/Wood Chips: A medium-sized solid material made by

cutting; chipping, larger pieces of word and,'or bark. r,�.t be a minimum size of
2-inches and the reason for that is the larger the wood chip the less likely it will blow
away.

Comprehensive Plan Analysis for Case Number OA-15-04 - MOTION: Commissioner Vance

Recommendation on Case Number OA-15-04 -- MOTION: Commissioner Page SI=COND:
Commissioner Vance. The Commission voted unanimously to Recommend Approval with the
following changes:
10-2-3 C. 2 to add the wording: at (lie property owner's expense
10-2-3 C. 3 staff will discuss with the City Attorney
V. Planning Issues
A. Brian B. informed the commission that lie was working on the City of Caldwell Compressive
Plan and would like to schedule a workshop with P & Z to review the revised plan.
B. The next regularly scheduled Planning and Zoning Commission hearing is October 13, 2015.

SUGGESTIONS FOR TESTIFYING AT PUBLIC HEARINGS
I. Remember your objoWve... It is your objective to persuade fhe decision makers to vote or decide In favor of your side of the issue. It
will not help your cause to anger, alienate or antagonize the decision makers who are listening to your presentation.
2. Show your strength... Many neighborhood groups have organized their testimony by having one or a few people speak on behalf of
the group. The leader will ask those In the audience supporting the testimony to stand. This conveys to the decision makers the
seriousness with which the issue Is viewed by the attending parties.
3. Speak to the point ... Public officials have heard hundreds of people give testimony. They are grateful when the testimony is pertinent,
well organized, and directly regards the matter at hand. Long stories, lectures or philosophy, abstract Complaints about generalities, or
redundant testimony are usually a poor use of time.
4. State your recommendation.
5. Be informed.... Get a copy of the plan being heard, the staff report, the proposed ordinance, or other pertinent material. Then read it
and plan your comments accordingly.
6. If you don't wish to speak, write It down... and submit it prior to the Hearing. If written testimony Is specific, to the point and concise,
it will be given as much attention as oral testimony.
7. Be reasonable.... Put yourself in the shoes of the decision makers. They must balance all paints of view, interests and proposals being
made, and find the best course for the overall public good. While. Be prepared to compromise.
