Colligan Administrative Secretary Planning & Zoning, City of Caldwell 208-455-4664 lcolligan64 cityofcaldwell.org PAf r- Memorandum To: Jarom Wagner, Senior Planner From: Robb MacDonald, City Engineer Re: Case No. ZON-17-03 5106 S.10'h Ave (Christian Faith Center) Date: June 20, 2017 The Engineering Department provides the following comments concerning a request by Christian Faith Center to rezone 5.02 acres, more or less, from R-1 (Low Density Residential) to C-2 (Community Commercial). The subject property is located at 5106 S.10'" Avenue in Caldwell, Idaho. Rights -of -Way 1. The portion of South 10'h Avenue fronting the subject property is classified as a Minor Arterial road way. An existing forty (40) foot one half width right-of-way is in place. Additional right-of- way will not be required at this time. Street 1. Future development shall require the construction of street frontage improvements to include curb, gutter, sidewalk, sub -base, and asphalt paving, storm drainage facilities, and street lights, or a deferral agreement to be executed. 2. All street improvements shall be constructed to City of Caldwell specifications. 3. Intersection and driveway spacing shall comply with ACHD Intersection and driveway spacing requirements adopted by the City of Caldwell. Sewer & Water 1. Sewer is currently not available to the subject property. The subject property falls within the Dixie Interceptor Sewer Study area. Future development may require sewer extension to the parcel and or construction of sewer mainlines. 2. Water is available from a 12" line in S 10'h Ave. Future development shall require the applicant to connect to municipal water service. Storm Drain 1. Future development shall require provisions to be made for the disposal of stormwater drainage in accordance with the City Stormwater Management Manual and any updates adopted subsequent to the application. Page 1 of 2 r r Irrigation 1. Irrigation water for any and all landscaping shall be obtained from applicable Irrigation District sources. City municipal water may be used only if the criteria specified in the Landscape Ordinance Section 10-07-12 are met. 2. The applicants shall clearly identify upstream drainage and downstream water supplies that may cross the property and perpetuate the same as part of any future development. General 1. Prior to commencement of construction in any dedicated right-of-way, or construction of any improvement intended for dedication to the City or connected to a City facility, the City Engineering staff is to be notified. This preferably will take place in a pre -construction conference scheduled by the engineer of record in which all appropriate personnel and utilities Appropriate City personnel are to be notified in advance of all required inspections. 2. Appropriately licensed public works contractors shall perform all construction within public right-of-way. 3. All traffic control for the project shall meet the requirements of the Manual on Uniform Traffic Control Devices (M.U.T.C.D.) and the City Engineer. The contractor shall provide a traffic control plan to the City Engineer for review and secure an appropriate right-of-way permit prior to any construction within the right-of-way. 4. All future development applications for the subject property must meet all requirements of the Caldwell City code in effect at the time of application. Page 2 of 2
