Subject: Removal of trees on property on the corner of loth and Freeport
I have looked at the trees on the property that is being re -developed and my decision
is that the trees on the private property may be removed. They sit along the back of
the property and appear to be sprouts off of trees that where previously cut down.
For theses trees I would recommend that the developer contact the neighbor to see if
the have any concerns about the trees removal. The trees appear to sit on the
property line.
The trees that sit in the right of way may also be removed. I do not remember if the
landscape plans call for trees to go back into the right of way, but I would
recommend that if no trees are to be planted in the right of way, six inches of caliper
be planted back as to make up for the trees that are being removed.
As per the tree ordinance the developer will need to use a licensed tree company for
the tree removals in the right of way. They will also need a written permit for the
removal.
The trees that are planted in the right of way will also need to be planted according
to the arboricultural standards of the City.

The Engineering Department provides the following comments concerning a Planned Unit
Development through a Special Use Permit to allow an espresso drive-thru, lube operation and
carwash; allow off -site parking in an R-3 zone, and rezone Lots 16 and 17 in block 54 of Boone's
Addition from R-3 (Multi Family Residential) to C-2 (Community Commercial).
1. The existing 40-foot one-half width right-of-way along 10t" Ave and Freeport St. is
adequate and meets current City of Caldwell standards. No additional right-of-way will be
required.
2. The applicant will be required to bring all existing frontage improvements up to current
City of Caldwell standards.
3. Both domestic water and sanitary sewer are available to the site. The applicant will be
required to connect to City services if not already connected. Additional connection fees
(if applicable) will be assessed with the Building Permit Application.
4. All traffic control for the project shall meet the requirements of the Manual on Uniform
Traffic Control Devices (M.U.T.C.D.) and the City Engineer. The contractor shall provide
a traffic control plan to the City Engineer for review prior to any construction within the
right-of-way.
5. The applicant will be required to comply with A.C.H.D. (Ada County Highway District)
access spacing and alignment requirements at a minimum.
6. Prior to commencement of construction in any dedicated right-of-way, the City Engineer
staff is to be notified. Appropriate City personnel are to be notified in advance of all
required inspections.
7. Provision is to be made for the disposal of stormwater drainage that may occur from the
addition of impervious surfaces in accordance with the City Stormwater Management
Policy. A copy of this policy is available upon request.
8. The applicant will be required to bring the adjacent alley up to current City of Caldwell
Standards which consists of a typical section of pit run, % minus crushed gravel and
asphalt concrete. (ref. R-803 City of Caldwell Supplemental Standards).
9. Applicant will be required to construct/install any traffic stripinglsignage that the City may
require to maintain the public safety of the alleyway traffic adjacent to the south boundary
of the site.

The changes noted on this revised plan do not create any additional issues for the fire department
at this time. We will address fire code issues in the plan review process for the building permit
for this facility when it is submitted.

I have reviewed the following requests for comments and provide our input:
OA-57-04 - request to update annexation and zone changes on zoning map - We have no concerns with this.
SUP-208-04(PUD)IZON-37-04 - addition of expresso shop to car wash property - the proposal does not appear to impact
our operations there. We will provide any required items in the plan review for the building permits for these buildings. We
will need to look at the addressing issue of what could be a temporary building at the permit process time.
SUP-209-04 - Request for Espresso drive thru stand at Blue Elephant Carwash, 4422 E. Ustick Rd. - this appears to be an
existing operation and does not create any concerns for us at this time.

The Engineering Department provides the following comments concerning a Special Use Permit
request by Jeffrey Hall for approval to allow offsite parking in an R-3 (Multi -family residential)
zone.
1. The existing 40-foot one-half width right-of-way along 101" Ave and Freeport St. is
adequate and meet's current City of Caldwell standards_ No additional right-of-way will be
required.
2. A portion of the existing infrastructure fronting on 10th Ave and Freeport St. does not
meet current city requirements. Applicant will be required to repair/replace all existing
infrastructure to current city standards.
3. Both domestic water and sanitary sewer are available to the site. The applicant will be
required to connect to City services if not already connected.
4. All traffic control for the project shall meet the requirements of the Manual on Uniform
Traffic Control Devices (M.U.T.C.D.) and the City Engineer. The contractor shall provide
a traffic control plan to the City Engineer for review prior to any construction within the
right-of-way.
