HomeMy WebLinkAboutPublic Agencyr r PUBLIC AGENCY ITEM DATE SUBMITTED BY J r Memorandum To: Anne Marie Skinner, Senior Planner From: Larry Osgood, City Engineer Tim King, Engineering Tech II Re: Case No. ZON-61-08 (C&MP Properties LLC) Date: August 7, 2008 The Engineering Department provides the following comments concerning a request by C&MP Properties LLC and B&A Engineers to rezone 1.60 acres from an R-1 Low Density Residential to R-3 High Density Residential and a Development Agreement. The site is addressed as 106 S. Indiana Ave. Rights -of -Way 1. Indiana Ave is classified as a Residential Street. The applicant shall be required to dedicate as public right-of-way a twenty-eight (28) foot one half width right-of-way along the Indiana Ave frontage (minus existing) to meet City of Caldwell requirements. 2. Future construction of any non classified interior street requires the applicant to dedicate as public right-of-way a minimum fifty-six (56) foot full width right-of-way for said street. 3. Right-of-way vacations shall be conducted under Idaho State Law provisions; Title 50 Chapter 13 and shall be coordinated with City Staff. All surrounding parcels must maintain legal access to public right-of-way. Traffic Mitigation 1. Future development may require the applicant to participate in a traffic study commissioned by the City of Caldwell to determine what if any, traffic impacts may result from the additional daily transportation on the adjoining streets and intersections requiring transportation mitigation. Street 1. Future development will require the applicant to reconstruct the existing approach on Indiana Ave. to meet city standards. Said approach shall be off -set no greater than five (5) feet from the centerline of Hillcrest Lane or moved south as far as possible. 2. Future development shall require the applicant to construct 4' wide sidewalk along the entire Indiana Ave. frontage. Page 1 of 3 P P iI 3. Future development may require the applicant to construct streetlight facilities along the Indiana Ave frontage. 4. Future development of any non -classified interior streets constructed shall beat a width of 37.0 feet back of curb to back of curb. The streets shall feature standard rolled curb or 6 inch vertical curb, gutter, 4 foot sidewalks, sub -base and asphalt paving, required storm water drainage facilities and streetlights. Sewer & Water 1. Sewer is available from an 9' main line approximately 175' east of the subject property. Future development shall require the applicant to connect to these city services. The location of sewer service, including sizing of mains, providing of easements, frontage construction, and offsite construction are to be decided during review of improvement plans. 2. Water is available from a 6' main line located adjacent to the subject properties easterly boundary in Indiana Ave. Future development shall require the applicant to connect to these city services. This line may need to be replaced with a 12" line to meet fire flow requirements of any future development. 3. At the time of development, each lot shall be supplied with potable water. The location of water & sewer service, including sizing of mains, providing of easements, frontage construction, and offsite construction are to be decided during review of improvement plans. 4. It shall be the responsibility of the applicant's engineer to verify that connection to existing sewer mainlines will not exceed the functional capacity of said mainlines. Provision for connectivity by future developments and/or residents shall be met in accordance with current city standards. 5. Any easements for sewer lines not in the right-of-way should be at a width sufficient to construct same and not less than 20 feet in width. Easements for adjacent sewer and water lines not in the right-of-way shall be at a width sufficient to construct the same and shall be no less than 30 feet in width. Storm Drain 1. Future development shall require provision is to be made for the disposal of stormwater drainage in accordance with the City Stormwater Management Manual and any updates adopted subsequent to this application. A copy of this policy is available upon request. The engineer of record is to provide calculations, which indicate that the assumptions in his stormwater drainage plan comply with the requirements of the stormwater manual. Irrigation 1. Irrigation water for any and all landscaping shall be obtained from applicable Irrigation District sources. City municipal water may be used only if the criteria specified in the Landscape Ordinance Section 10-07-12 are met. Page 2 of 3 r r 2. Future development shall require the developer to maintain any existing upstream drainage rights and downstream irrigation rights across the property. During the design phase of this project, the developer or his engineer is to contact the appropriate irrigation district to help ascertain these rights. Appropriate facilities shall be provided by the developer to convey irrigation and drainage water across the property to take care of these offsite needs. General 1. Prior to commencement of construction in any dedicated right-of-way, or construction of any improvement intended for dedication to the City or connected to a City facility, the City Engineering staff is to be notified. This preferably will take place in a pre -construction conference scheduled by the engineer of record in which all appropriate personnel and utilities Appropriate City personnel are to be notified in advance of all required inspections. 2. Construction of facilities to be dedicated and/or within public right-of-way shall be performed by an appropriately licensed public works contractor and constructed to City of Caldwell specifications. 3. Appropriately licensed public works contractors shall perform all construction of public facilities. 4. The developer is to employ a responsible design professional, preferably the engineer of record, to oversee and inspect construction, to perform and/or observe all requisite testing of completed facilities, and to certify that improvements have been constructed according to approved plans and in compliance with applicable City, State, and Federal standards. N 5. The engineer of record shall be held responsible to ensure that the developments improvements are in substantial compliance with said engineer's design. Following the construction of the developments improvements, the developers engineer shall provide the City of Caldwell Engineering Department with electronic and reproducible Mylar As -built plans suitable for blue -line reproduction for future reference and to establish that the engineer of record has caused construction to occur in substantial compliance with the design of said engineer of record. \6. All traffic control for the project shall meet the requirements of the Manual on Uniform Traffic Control Devices (M.U.T.C.D.) and the City Engineer. The contractor shall provide a traffic control plan to the City Engineer for review and secure an appropriate right-of-way permit prior to any construction within the right-of-way. 7. Appropriate easements for drains, canals or supply ditches, transmission lines, and other utilities shall be clearly indicated on the face of the plat and/or site plan (visually and/or in writing). 8. Any note, item or drawing element on the plats, construction drawings, engineering drawings and/or design drawings related to the property inconsistent with City Codes, Policies and/or Ordinances shall not be construed as approved unless specifically addressed and granted by City Council as a variance.
