The Engineering Department provides the following comments concerning a request by Freehold
Development LLC, Jamie Hoover and W&H Pacific to rezone 2O.OO aCres from an-M-1 Light
lndustrial zone classification to a C-3 Service Commercial zone classification, a comprehensj-ve
plan map amendment from lndustrial to Commercial and a Development Agreement. The site is
located approximately 611 feet south of Highway 20t26 on the west side of Smeed Parkway.
Riqhts-of-Wav
1. Smeed Parkway is classified as a Collector. The applicant shall be required to dedicate as
public right-of-way a forty (40) foot one half width right-of-way along the Smeed Parkway
frontage (minus existing) to meet City of Caldwell requirements.
2. Construction of any non classified interior street requires the applicant to dedicate as public
right-of-way a minimum fifty-six (56) foot full width right-of-way for said street.
Traffic Mitiqation
1. Future development will require the applicant to participate in a traffic study commissioned by
the City of Caldwell to determine what if any, traffic impacts may result from the additional
daily transportation on the adjoining streets and intersections requiring transportation
mitigation. The applicant will be required to share a proportionate cosf of the required
improvements (if applicable).
Street
Future development will require thee applicant to improve Smeed Parkway to a 31.o foot half-
width street section center-line to back of curb. The street shallfeature standard vertical curb
and gutter, 6 foot sidewalks, sub-base and asphalt paving, required storm water drainage
facilities and streetlights. Additional widening maybe required during or construction plan
review.
2. Any non-classified interior streets constructed shall be at a width of 37.0 feet back of curb to
back of curb. The streets shall feature standard rolled curb or 6 inch vertical curb, gutter, 5
foot sidewalks, sub-base and asphalt paving, required storm water drainage facilities and
streetlights.

Sewer & Water
1. Sewer is available from a 21" main line adjacent to the subject property in Smeed Parkway.
Future development shall require the applicant to connect to these city services and comply
with the Franklin Sewer Study.
2. Water is available from a 12" main line located adjacent to the subject property in Smeed
Parkway. The applicant will be required to connect to these city services at the time of
development.
Storm Drain
L Future development shall require provision is to be made for the disposal of stormwater
drainage in accordance with the City Stormwater Management Manual. A copy of this policy
is available upon request.
lrrigation
lrrigation water for any and all landscaping shall be obtained from applicable lrrigation
District sources. City municipal water may be used only if the criteria specified in the
Landscape Ordinance Section 1O-Ol-12 are met.
General
Prior to commencement of construction in any dedicated right-of-way, the City Engineer
statf is to be notified. Appropriate City personnel are to be notified in advance of all required
inspections.
2 Appropriately licensed public works contractors shall perform all construction of public
facilities.
3. All traffic control for the project shall meet the requirements of the Manual on Uniform
Traffic Control Devices (M.U.T.C.D.) and the City Engineer. The contractor shall provide a
traffic control plan to the City Engineer for review and secure an appropriate right-of-way
permit prior to any construction within the right-of-way.
4. Future development shall require the applicant to construct pathways on all watenruays
consistent with City Code.
5. Appropriate easements for drains, canals or supply ditches, transmission lines, and other
utilities shall be clearly indicated on the face of the plat (visually and/or in writing).
