Thank You. <<SKMBT_C25008071408130.pdf>> 7/14/2008 l_ Memorandum To: Community Development From: Larry Osgood, City Engineer 7�v Tim King, Engineering Tech II Re: SUP 312-081 ZON 59-08 (Tom Needham) Date: July 2, 2008 The Engineering Department provides the following comments on a request by Tom Needham for a rezone of 0.36 acres from R-2 Medium Density Residential to M-1 Light Industrial, a comprehensive plan map amendment from Medium Density Residential to Industrial, a development agreement and a special use permit approval for an automobile/vehicle storage yard. The site is located at 109 W. Freeport. Rights -of -Way 1. Freeport Ave is classified as a Collector. The applicant shall be required to dedicate as public right-of-way a thirty-three (33) foot one half width right-of-way along the Freeport Ave frontage (minus existing) to meet City of Caldwell requirements. 2. Boise Ave is a Residential Street. The applicant shall be required to dedicate as public right-of- way a twenty-eight (28) foot one half width right-of-way along the Boise Ave frontage (minus existing) to meet City of Caldwell requirements. Street 1. Future development shall require the applicant to improve Boise Ave to include an 18.5 foot half- width street section center -line to back of curb and 4 foot sidewalk. The street shall feature standard vertical curb and gutter, 4 foot sidewalks, sub -base and asphalt paving and required storm water drainage facilities. These improvements are to extend the entire length of the subject property. 2. Any approaches on Freeport Ave will be required to comply with ACHD intersection and driveway spacing and alignment standards as adopted by the City of Caldwell at a minimum. 3. Any sections of the existing curb gutter & sidewalk along the Freeport Ave frontage that is in disrepair shall be replaced 1 repaired to city standards as a condition of approval of this application. Water Page 1 of 2 1. Future Development shall require the applicant to connect to the City of Caldwell Municipal Water System and comply with the City of Caldwell Water Master Study as updated in 2005. Sewer 1. Future development shall require the applicant to extend and connect to the City of Caldwell Municipal Sewer System, Storm Drain 1. Future development will require compliance with the City of Caldwell Storm Water Management Manual. On site detention/retention facilities shall be required for management of site storm water for future development. Irrigation 1. Irrigation water for any and all landscaping shall be obtained from applicable Irrigation District sources. 2. The developer shall maintain any existing upstream drainage rights and downstream irrigation water supply rights across the property. Appropriate facilities to convey irrigation and drainage water across the property to take care of any offsite needs shall be included with the proposed construction drawings. 3. If there is a trailer installed to be used for the business a building permit will need to be obtained prior to placement of trailer. Pre fabricated trailers are regulated by the state of Idaho and we only regulate the set up. Please have them contact the state in regards to the type of trailer permitted for the intended use, Lisa Stover at 208-332-8963. 2. An office will need to meet ADA requirement by the International Building Code. 3. Sanitation facilities shall be required per chapter 29 of the International Building Code.
