Re: ADA-01-01 an administrative determination regarding Ron Ames property located at
723 Sun Crest Lane

The Engineering Department provides the following comments on the above referenced
administrative determination:
1. If and when the property develops further, right-of-way sufficient to complete a 45-foot radius
cul-de-sac turn around shall be deeded to the City.
2. It has been brought to the Engineering Department's attention that the septic drain field
serving the property to the west may be located on the above mentioned property. The
Engineering Department recommends that the location of said septic drain field be verified
and appropriate measures be taken through the Southwest District Health Department if this
situation actually exists.

November 13, 2001 Meeting
The Caldwell Fire Department (CFD) offers the following comments regarding these cases to come
before the Caldwell Planning and Zoning Commission meeting for November 13, 2001:

The issue of the storage of sizable commercial concession vehicles in a residential neighborhood is
probably more of an aesthetical one than a safety issue. If the commercial vehicles are garaged, as
is apparently the proposal in this case, it may be less of an aesthetic issue (out of sight, out of mind).
However, there are definitely some fire safety issues with such storage.
Because the storage garage in this case is located a couple hundred feet down a dead end road in a
residential area, it could create access problems in an emergency situation. There is also only one
fire hydrant located along this roadway. At this time the turnaround area at the end of Suncrest
Lane is not adequate, per CFD standards, to facilitate turning around large fire apparatus. It is
recommended that the Applicant dedicate the necessary land and make the improvements necessary
to complete the turnaround.
In the event of a fire involving the oversized garage containing commercial vehicles, a much more
intense fire would result than would normally be expected or anticipated in a residential area. The
water supply required for firefighting on Suncrest Lane is based on "residential' type fire hazards.
Allowing commercial vehicle storage and/or repair work and maintenance of such vehicles in an
oversized structure on a residential lot, with residential exposures nearby, creates a hazard than
could easily exceed the water resources available to combat it. The distance of this garage from any
proposed dwelling unit on this property is also a concern.

Commercial concession vehicles are often outfitted with multiple liquefied propane gas (LPG)
cylinders, each often over 10 gallon in size. In the event of a fire these could explode causing an
even greater hazard to the neighborhood.
In all fairness, the storage of other types of large vehicles (i.e., motor homes, travel or construction
trailers, boats, etc.) also poses similar difficulties and challenges regarding fire safety. The main
difference is that these types of vehicles are typically not stored in an oversized garage, but
outdoors. If they catch fire they usually don't involve a structure, unless one is next to them.

The CFD has no comments on this matter.
Case No: ANN-61-01 and SUP-139-01
Applicant: Dillon Caldwell
Location: NE side of Cleveland Blvd. about 1,250' south of Happy Day Blvd.
The CFD has no objections to this annexation and supports the proposed zoning. The fundamental
use of the property, as an automotive junkyard, will not change. Specific or special requirements
will be made during plan review for any change of use of this property, SUP, CUP or similar
proceedings. If this property is annexed to the city the CFD would support extension of city water
services and the installation of fire hydrants to provide a reliable fire protection water supply as
soon as may be possible.
