(Retail Development of North America, LLC) - Case No. ANN-124-06 9TVol Highway District No. 4 has reviewed the above referenced annexation rcquest and provides thefollowing comments: l. Tralfic Impacts. The District is concerned about the impacts of the proposed development on the surrounding road network. ln particular, the District is "once.n"d about the impacts on the roadways and intersection of Florida Avenue and Hwy 55 (Karcher Road). A traffic impact study should be required for the project to assess the impacts of development on the surround roads and streets and recommend mitigation measures. The development agreement should include a provision for implementation of warranted improvements and/or that the developer contribute a proportionate share, based on the volume of traffic contributed by the development, of the cost of any traffic mitigation (i.e. traffic signals and intersection improviments) at locations impact by this development that will be completed later. 2. Florida Avenue Frontage Improvements. A 40' right-otway dedication along Florida Avenue is required. The frontage shall be improved to meeting the City of Caldwell's collector street standard, except that surfacing depths shall meet the Highway District Standards. 3. Parallel Collector. It is recommended that a collector road be constructed parallel to Hwy 55 (Karcher Road) and intersect Florida at the north property boundary ofthe proposed anneiation. This collector should be extended to the east property boundary of the proposed development and stubbed for future extension to Lake Avenue. This would provide """"s io the commercial development and minimize traffic demands on Hwy 55. Thank you for the opportunity to comment on this request.
