Re: SUP-19-03 (Canyon County Fair Expo Building)
Date: February 4, 2019
The Engineering Department provides the following comments on Case Number SUP-19-0: A
request by Paul Navarro and the Canyon County Fairgrounds for a special -use permit to
construct and operate a public facility/building (Canyon County Fairgrounds Expo Building)
within the C-2 (Community Commercial) zone. The subject property is located at the southwest
comer of Georgia Avenue and Stock Trail Road (Parcel R3536600000) in Caldwell, Idaho.
General
1. Easements for Public Utilities shall be 15 feet wide for domestic water, 10 feet wide for
pressure irrigation and 20' wide for sewer should any of these services be extended within the
site with the intent of dedication to the City.
2. All proposed utilities within the boundaries of the development shall be located underground.
3. Water & fire protection facilities must be dedicated to the City.
4. Construction of facilities to be dedicated and/or within public right-of-way shall be performed by
an appropriately licensed public works contractor and shall be inspected by and constructed to
City of Caldwell specifications.
5. Prior to commencement of construction in any dedicated right-of-way, or construction of any
improvement intended for dedication to the City or connected to a City facility, the City
Engineering staff is to be notified. This preferably will take place in a pre -construction
conference scheduled by the engineer of record in which all appropriate personnel and utilities
are present. Appropriate City personnel are to be notified in advance of all testing (including
compaction, pressure and coliform, etc.) and given opportunity to be present during conduct of
the testing. The engineer of record or his designated representative is to witness all tests (not
covered by City inspectors) and a log of inspection visits and testing results is to be kept by the
engineer of record or his representative.
6. The applicant is to employ a responsible design professional, preferably the engineer of record,
to oversee and inspect construction, to perform and/or observe all requisite testing of
completed facilities, and to certify that improvements have been constructed according to
approved plans and in compliance with applicable City, State, and Federal standards.

Street
1. Approaches shall meet requirements as specified in the Caldwell Access Control Standards for
State Administered Highways and City Administered Surface Streets Ordinance and shall be
approved by the City.
2. If an approach is taken from Georgia Avenue it shall be in alignment with Griffiths Parkway or
the driveway for the existing parking lot on the east side of Georgia Avenue.
3. Any access taken from Stock Trail Road shall be located as far away from the intersection of
Georgia/Stock Trail as reasonable.
4. Applicant shall install a 5' wide attached sidewalk along the Georgia Avenue and Stock Trail
Road frontages including one ped-ramp which is to be placed in alignment with the existing
ped-ramp on the eastern side of Georgia Avenue at the existing parking lots entrance.
5. Applicant shall remove and replace any dilapidated, non -compliant curb & gutter prior to
sidewalk installation.
Water
1. The location of water service, service sizing and providing of easements, if necessary, are to
be decided during review of improvement plans.
2. Water, as of the date of this report, is not currently available. However, the City has plans to
install an 8" domestic water mainline in Georgia Avenue in the near future. Once available, the
Applicant shall connect to said 8" mainline for domestic and fire protection services.
Sanitary Sewer
1. Sewer is available from a 24-inch mainline running along the eastern side of the Wilson Drain.
Irrination
1. The applicant shall maintain any existing upstream drainage rights and downstream irrigation
rights across the property. During the design phase of this project, the applicant or their
engineer is to contact the appropriate irrigation district to help ascertain these rights.
Appropriate facilities shall be provided by the applicant to convey irrigation and drainage water
across the property to take care of these offsite needs.
2. Irrigation water for any and all landscaping shall be obtained from applicable Irrigation District
sources. City municipal water may be used only if the criteria specified in the Landscape
Ordinance Section 10-07-12 are met.
Storm Drain
1. Provisions are to be made for the disposal of stormwater drainage in accordance with the City
Stormwater Management Manual and any updates adopted subsequent to this application.

Bureau of Reclamation is in receipt of the MEMO for the above Case Number SUP-19-03. Please be aware that
the United States enjoys an easement for the Wilson Slough Drain. The easement is an 1890 defined easement
and is 55 feet from the centerline. Should you have any questions regarding the boundary please contact Pioneer
Irrigation District.
