The subject property is located at the southwest comer of Linen Street and Aviation Way (Parcel R3589701200) in Caldwell, Idaho. Development Plans 1. Development Plans Prior to commencing construction, plans must be prepared by the developer's engineer and approved by the City Engineering Department which shall include the following items (if applicable): a. Street section and alignment (including curb and gutter); b. Sidewalk (sidewalk width based on street classification); c. Sanitary sewer (per City and DEQ requirements); d. Potable water (per City and DEQ requirements); e. Stormwater facilities (per City requirements/manual); f. Street lighting (per City standards); g. Street signage (per City and MUTCD requirements); h. Vertical Datum based on NAVD 88 Datum. SUP-19-02 Min -Storage, Hansen Page 114 p - I General 1. All utilities within the development shall be located underground. 2. Appropriate easements for emergency access, transmission lines and/or other utilities shall be granted to the City or the appropriate entity:fdistrict/municipality. 3. Construction of facilities to be dedicated and/or within public right-of-way shall be performed by an appropriately licensed public works contractor and constructed to City of Caldwell specifications in place at the time of construction. 4. Prior to commencement of construction in any dedicated right-of-way, or construction of any improvement intended for dedication to the City or connected to a City facility, the City Engineering staff is to be notified. This preferably will take place in a pre -construction conference scheduled by the engineer of record in which all appropriate personnel and utilities are present. Appropriate City personnel are to be notified in advance of all testing (including compaction, pressure and coliform, etc.) and given opportunity to be present during conduct of the testing. The engineer of record or his designated representative is to witness all tests and a log of inspection visits and testing results is to be kept by the engineer of record or his representative. 5. The developer is to employ a responsible design professional, preferably the engineer of record, to oversee and inspect construction, to perform and/or observe all requisite testing of completed facilities, and to certify that improvements have been constructed according to approved plans and in compliance with applicable City, State, and Federal standards. 6. The engineer of record shall be held responsible to ensure that developments improvements are in substantial compliance with said engineer's design. Following the construction of the developments improvements, the developers engineer shall provide the City of Caldwell Engineering Department with electronic dwg. format record drawings spatially referenced to the Idaho State Plane Coordinate System -West Zone, North America Datum (NAD) 83. Vertical control shall be referenced to the North America Datum (NAVD) 88 for future reference and to establish that the engineer of record has caused construction to occur in substantial compliance with the design of said engineer of record. Any note, item or drawing element on the construction drawings, engineering drawings and/or design drawings related to the property inconsistent with City Codes, Policies and,'or Ordinances shall not be construed as approved unless specifically addressed and granted by City Council. . In addition, all construction must be consistent with all current city codes, standards, and details at the time of plan approval. If plan approval is achieved and construction has not commenced within I year of approval, the City Engineer may require a new review of the plans to check for consistency with current standards. Page 2 14 SUP-19-42 Min -Storage, Hansen Rights -of -Way 1. Linden Street is classified as a Minor Arterial roadway. Applicant shall dedicate a 40' half - width right-of-way, minus existing, to the City of Caldwell upon approval of this SUP. Street 1. Linden Street is classified as a Minor Arterial roadway. Applicant shall improve Linden Street to its full build -out design per City of Caldwell standard drawings R-810 & R-8I OB.The street shall feature standard 6" vertical curb and gutter, 7' attached or 5' detached sidewalks, sub -base and asphalt paving, required storm water drainage facilities and streetlights 2. Streetlights shall be placed along Linden Street and shall meet requirements set forth in the City of Caldwell Supplemental Specifications to the 2015 ISPWC and shall additionally meet new City LED lighting standards. Information for new LED standards will be provided upon request. Existing lighting not meeting current City of Caldwell standards shall be removed and replaced. 3. All sidewalks, pedestrian ramps and driveway approaches, new or existing, within the public right-of-way shall meet requirements specified in the United States Access Board's Proposed Accessibility Guidelines for Pedestrian Facilities in the Public Right -of -Way, I.S.P.W.C. (2015 edition) and City of Caldwell Supplemental Specifications to the 2015 I.S.P.W.C.. When in conflict the more restrictive specifications shall apply. 4. Applicant shall hire a Traffic Engineer from the City's "Qualified Traffic Engineering Consultants" list, and licensed in the State of Idaho, to analyze the location of the driveway for this parcel. A copy of the Engineers stamped report shall be furnished to the City for review. Location of the driveway is ultimately up to the City's determination, taking into account the recommendation of said report. A building permit will not be approved for this SUP prior to applicant complying with this requirement. 5. Applicant may enter into a deferral agreement for street frontage improvements contingent on when the building permit is applied for. Water 1. All on site water mains intended for dedication to the City shall be looped into existing mains for fire flow and water quality purposes. Appropriate easements for any such dedicated water system shall be provided to the City for review and approval. 2. Each building shall be individually metered (if services are utilized). SUP-19-02 Min -Storage, Hansen Page 314 0 �A The location of fire hydrants, water service, including sizing of mains, providing of easements, frontage construction, and offsite construction are to be decided during review of improvement plans. Sanitary Sewer 1. Sewer is available from a 12" main line located along the north side of Linden Street. 2. It is anticipated that no sewer services will be utilized for this SUP. However, if services are utilized the following applies: a. It shall be the responsibility of the applicant's engineer to verify that connection to existing sewer mainlines will not exceed the functional capacity of said mainlines. b. Each building utilizing the City`s sewer services shall be provided with individual sewer service. IrrWation 1. Irrigation water for any and all landscaping shall be obtained from applicable Irrigation District sources. City municipal water may be used only if the criteria specified in the Landscape Ordinance Section 10-07-12 are met. 2. Irrigation facilities shall be located outside the public -right-of-way and shall be moved, adjusted and/or improved as necessary to facilitate required street improvements. Storm Drain 1. As noted previously, provision is to be made for the disposal of stormwater drainage in accordance with the City Stormwater Management Manual and any updates adopted subsequent to this application. A copy of this policy is available upon request. The engineer of record is to provide calculations, which indicate that the assumptions in his stormwater drainage plan comply with the requirements of the stormwater manual. Applicant Lucas Hansen The Idaho Transportation Department (ITD) reviewed the special use permit application and has the following comments: 1. This project abuts the State Highway system. 2. 1-84 is a full access controlled highway. No direct access to the State Highway system is requested with this application and none is approved. 3. The interstate fence is typically constructed one foot within ITD Right Of Way, but may vary due to terrain and other possible issues. All measurements relative to ITD Right of Way shall be taken from the Right of Way monuments, not from the fence. Applicant must apply for and receive an approved Right -of -Way use permit prior to doing any work or activity within the highway Right -of -Way. The applicant may contact Shona Tonkin at (208) 334-8341 for this permit. 4. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway. 5. IDAPA 39.03.60 rules govern advertising along the State highway system. Signs may only display advertising specific to the property on which they are installed. They did express a concern about sight distance at Aviation Way and Linden Road. The widening project will drop Linden Road down creating a steeper incline between the underpass and Aviation Way that may negatively impact sight distance in that area.
