The Engineering Department provides the following comments on a request by Jay Multanen for a
special -use permit to operate an Event Center within the C-C (City Center) Zone. The subject
property is located at 815 Arthur Street (Parcel R0458700000) in Caldwell, Idaho.
Development Plans
1. Downtown Caldwell is bound by specific requirements to provide decorative frontage
improvements. As a Special Use Permit is issued for this site, the applicant will be required to
comply with one of the following two options.
a. Option one: As part of the permit for the building work, improvement of the frontage to
match the design and standards of the downtown framework master plan for decorative
curb, gutter, sidewalk, tree vaults, pavers, decorative lights, etc. Work shall be
completed by a contractor holding a public works license in the state of Idaho;
OR
b. Option two: Sign up for the Local Improvement District (LID) for downtown decorative
improvements, allowing the City to finance the project and the City's contractor to
complete this frontage work when time permits.
