4(Highway Commercial) zone

The Idaho Transportation Department (ITD) reviewed the special use permit application and has the following
comments:
1. This property does not abut the State Highway system.
2. Traffic generation numbers were not provided with this application. ITD needs more information to
determine how this proposed use will impact the State Highway system. A Traffic Impact Study (TIS)
may be required. Any necessary mitigation for traffic impacts identified by the TIS shall be the
responsibility of the applicant to install. ITD reserves the right to make further comments upon review
of any submitted traffic generation data or other documents.
3. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway.
4. IDAPA 39.03.60 rules govern advertising along the State highway system. Signs may only display
advertising specific to the property on which they are installed. The applicant can contact Justin Pond,

proposed application once all traffic concerns have been addressed with ITD Staff.

Re: SUP-18-09 Elevate Academy Charter School
Date: July 11, 2018
The Engineering Department provides the following comments on a request by Katrina Kulm and
Erstad Architects for a special -use permit to construct and operate a 55,000 square foot public
charter school within the C-4 Zone. The subject property is an 11 acre +/- parcel currently
addressed as "0" W. Chicago Street (Parcel No. 0228700000) and is situated on the north side of
W. Chicago Street between Boise Avenue and Centennial Way.
This development may be partnering with the City of Caldwell and/or the Caldwell East Urban
Renewal Agency in the construction and improvement of the site. All agreements regarding these
improvements and identification of responsibilities shall be set forth in a separate document.
Development Plans
1. Development Plans -- Prior to commencing construction, plans must be prepared by the
developer's engineer and approved by the City Engineering Department which shall include the
following items (if applicable):
a. Street section and alignment (including curb and gutter);
b. Sidewalk (sidewalk width based on street classification);
c. Sanitary sewer (per City and DEQ requirements);
d. Potable water (per City and DEQ requirements);
e. Stormwater facilities (per City requirements/manual);
f. Street lighting (per City standards);
g. Street signage (per City and MUTCD requirements);
h. Vertical Datum based on NAVD 88 Datum.

General
1. All utilities within the development shall be located and/or relocated underground.
2. Appropriate easements for emergency access, transmission lines and/or other utilities shall be
granted to the City or the appropriate entity/distdct/municipality.
3. Construction of facilities to be dedicated and/or within public right-of-way shall be performed by
an appropriately licensed public works contractor and constructed to City of Caldwell
specifications in place at the time of construction.
4. Prior to commencement of construction in any dedicated right-of-way, or construction of any
improvement intended for dedication to the City or connected to a City facility, the City
Engineering staff is to be notified. This preferably will take place in a pre -construction
conference scheduled by the engineer of record in which all appropriate personnel and utilities
are present. Appropriate City personnel are to be notified in advance of all testing (including
compaction, pressure and coliform, etc.) and given opportunity to be present during conduct of
the testing. The engineer of record or his designated representative is to witness all tests and a
log of inspection visits and testing results is to be kept by the engineer of record or his
representative.
5. The developer is to employ a responsible design professional, preferably the engineer of
record, to oversee and inspect construction, to perform and/or observe all requisite testing of
completed facilities, and to certify that improvements have been constructed according to
approved plans and in compliance with applicable City, State, and Federal standards.
6. The engineer of record shall be held responsible to ensure that developments improvements
are in substantial compliance with said engineer's design. Following the construction of the
developments improvements, the developers engineer shall provide the City of Caldwell
Engineering Department with electronic dwg. format record drawings spatially referenced to the
Idaho State Plane Coordinate System -West Zone, North America Datum (NAD) 83. Vertical
control shall be referenced to the North America Datum (NAVD) 88 for future reference and to
establish that the engineer of record has caused construction to occur in substantial
compliance with the design of said engineer of record.
7. Any note, item or drawing element on the construction drawings, engineering drawings and/or
design drawings related to the property inconsistent with City Codes, Policies and/or
Ordinances shall not be construed as approved unless specifically addressed and granted by
City Council.. In addition, all construction must be consistent with all current city codes,
standards, and details at the time of plan approval. If plan approval is achieved and
construction has not commenced within 1 year of approval, the City Engineer may require a
new review of the plans to check for consistency with current standards.
Rights -of -Way
1. No additional right-of-way on Elgin St. or Chicago St. will be required as part of this project.

Street
1. Access points shall adhere to the City's Access Control Standards for State Administered
Highways and City Administered Surface Streets Ordinance.
2. Streetlights shall be placed along the Elgin and Chicago Street frontages and shall meet
requirements set forth in the City of Caldwell Supplemental Specifications to the 2015 ISPWC
and shall additionally meet new City LED lighting standards. Information for new LED
standards will be provided upon request.
3. All sidewalks, pedestrian ramps and driveway approaches, new or existing, within the public
right-of-way shall meet requirements specified in the United States Access Board's Proposed
Accessibility Guidelines for Pedestrian Facilities in the Public Right -of -Way, I.S.P.W.C. (2015
edition) and City of Caldwell Supplemental Specifications to the 2015 I.S.P.W.C.. When in
conflict the more restrictive specifications shall apply.
4. The applicant shall improve Elgin Street to meet the residential street section as depicted in the
City of Caldwell standard drawing R-810E. The applicant is responsible for paving a minimum
24 foot wide asphalt section (minimum) to allow 2-12 foot lanes for passing cars. The street
shall feature standard 3" rolled curb and gutter, 5 foot attached sidewalk, sub -base and asphalt
paving, required storm water drainage facilities and streetlights. Improvements shall extend the
full length of the Elgin Street frontage including the frontage of the outparcel situated in the
northeast comer of the subject parcel to provide connectivity to Boise Avenue.
5. The applicant shall improve Chicago Street to include a 7' attached (or 5' detached) sidewalk.
Said sidewalk shall extend past the east property line to the intersection of Chicago/Boise and
shall include a ped-ramp if the current ped-ramp does not meet the requirements of section 4
above. Chicago Street will not require any additional widening, asphalt paving or storm
drainage facilities
Water
1. All on site water mains intended for dedication to the City shall be looped into existing mains for
fire flow and water quality purposes. Appropriate easements for any such dedicated water
system shall be provided to the City for review and approval.
2. Each building shall be individually metered (if services are utilized).
3. The location of water service, including sizing of mains, providing of easements, frontage
construction, and offsite construction are to be decided during review of improvement plants.
Sanitary Sewer
Sewer is available from a 42" main line located in Chicago Street. . Said main line is
approximately 16' deep and could be considered not available per City Code section 04-05-07
should the applicant be desire to utilize a septic and drain field system in lieu of connecting to
the City sewer system.

2. It shall be the responsibility of the applicant's engineer to verify that connection to existing
sewer mainlines will not exceed the functional capacity of said mainlines.
3. Each building shall be provided with individual sewer service (if services are utilized).
Irrigation
1. Irrigation water for any and all landscaping shall be obtained from applicable Irrigation District
sources. City municipal water may be used only if the criteria specified in the Landscape
Ordinance Section 10-07-12 are met.
2. Irrigation facilities shall be located outside the public -right-of-way and shall be moved, adjusted
and/or improved as necessary to facilitate required street improvements.
Storm Drain
1. As noted previously, provision is to be made for the disposal of stormwater drainage in
accordance with the City Stormwater Management Manual and any updates adopted
subsequent to this application. A copy of this policy is available upon request. The engineer of
record is to provide calculations, which indicate that the assumptions in his stormwater
drainage plan comply with the requirements of the stormwater manual.
