The Engineering Department does not oppose a request by EIJay Waite to annex 1.02 acres, more
or less, with an R-1 (Low Density Residential) zoning designation and to annex 0.94 acres, more or
less, with a C-1 (neighborhood commercial) zoning designation. The subject property is located on
the southwest corner of Homedale Road and Indiana Ave.
Rights -of -Way
1. Indiana Avenue and Homedale Road are both classified as minor arterials, and thus require the
dedication of forty (40) feet half street right of way. In addition, the east bound lane on
Homedale shall have eleven (11) extra feet approaching the intersection per city standard
detail R-810 G. Dedication of right of way shall be completed within 90 days of annexation.
Street
1. No street widening improvements will be required on Indiana Avenue or Homedale Road
frontage at this time, however, the property owner will be required to enter into a deferral
agreement with the City of Caldwell obligating the property owner to complete typical
improvements generally required along the frontage at some unknown future time when the
City deems the improvements are necessary or when development occurs. These
improvements shall include asphalt paving, concrete curb, gutter, and sidewalk, streetlights,
landscaping, etc.
2. Access points to Homedale Road and Indiana Avenue from the proposed properties shall be in
compliance with the current City minor arterial street standards and will be reviewed for
approval at time of site development.
Water
1. Water is available from existing 12" lines in Homedale Road and Indiana Avenue. Residential
development in these sites will require the connection to the City potable water for service to
the site and all associated connection fees shall be paid at time of connection.

Sewer
1. Sewer discharge is available from an existing 15" line in Indiana Avenue, however, because of
the depth of the line (19 feet deep), installing a septic system on the site per Southwest District
Health standards will be permissible as well. Any development on this site will require either the
connection to the City sewer system for service to the site and all associated connection fees
shall be paid at time of connection OR a septic system installed per all applicable standards.
Storm Drain
1. Future development shall require the disposal of stormwater drainage in accordance with the
City Stormwater Management Manual including any subsequent updates.
Irrigation
1. Irrigation water for any and all landscaping shall be obtained from applicable Irrigation
District sources. City municipal water may be used only if the criteria specified in the
Landscape Ordinance Section 10-07-12 are met.
General
1. Prior to commencement of construction in any dedicated right-of-way, the City Engineer staff
is to be notified. Appropriate City personnel are to be notified in advance for all required
inspections.
2. The applicant shall maintain the site in keeping with the City's nuisance abatement program.
The maintenance will include the semi-annual mowing of all weeds within the parcel
boundaries and the removal of noxious weeds when they are identified.
3. The applicant shall develop the site in keeping with provisions of all applicable City
Ordinances and Policies.
