Frans, Project Manager Engineering Department Re: ANN-19-12 & SUP-19-21 (11809 Ustick Road) Date: September 26, 2019 The Engineering Department provides the following comments on a request by Scott Kreamer to annex 5.3 acres, more -or -less, with an M-1 (Light Industrial) zoning designation with an Annexation Agreement and the request for a Special -Use permit to operate an Amusement Center within the proposed M-1 (Light Industrial) zoning district. The subject property is located at 11809 Ustick Road in Caldwell, Idaho (Parcel R3093400000). Riahts-of-WaX 1. Ustick Road is classified as a Principal Arterial roadway. The applicant shall dedicate as public right-of-way a minimum forty-eight (48) foot half width right-of-way (from centerline, minus existing) along the entire Ustick Road frontage per City Standard R-810A. 2. Applicant shall enter into a deferral agreement for the completion of the Ustick Road street section including, but not limited to, curb, gutter, sidewalk, asphalt paving, street lighting & storm drainage improvements. Streets 1. All access shall be in compliance with City of Caldwell standards and ITD's Ustick Road Overpass project drawings. The easement for the Highline Canal is 16 feet from top of bank, along both sides of the canal. The East Caldwell Drain is a Bureau of Reclamation drain, which has a 110 foot federal right of way, 55 feet from centerline of drain. Contact Lupe Rodriguez at 208-383-2221, for further inquiry regarding this drain. All easements must be noted on all plats. Per Idaho Code, 42-1209, written permission must be obtained by Pioneer Irrigation District, prior to any encroachment or modification to the Highline Canal.
