O We are owners of property adjacent to Mr. Martin Escobedo, who is requesting annexation in to the City of Caldwell, case # ANN-01-14. We have a few questions regarding this and would like to obtain information before the deadline to submit correspondence to the Aug. 4 hearing, which is five business days previous, so I believe that would be this coming Monday. Wow, that is coming up sooner than I thought. Well, here are some questions we have. 1. Where is the current border of the city of Caldwell in the vicinity of these properties? Is the Escobedo property adjoining a border of Caldwell? We cannot tell these boundaries from the map included on the reverse of the notice. 2. If Escobedo annexes, does that make it more likely that we will be forced to be annexed in the future? We do not wish to be annexed, as this would increase the tax costs and we are trying to keep the rental costs as low as possible for these low income renters. We are already paying for irrigation that we are not receiving and would not like to have any further unnecessary costs. I believe the irrigation is a matter we have to look into with an irrigation district, but I am not sure. Does that make sense? 3. What would be the estimated increase to property tax if we were to be annexed to Caldwell, or to Mr. Escobedo if he is annexed, for comparison. Would it not be cheaper in the long run for Mr. Escobedo to just pay to bring the water line down a block further from where it currently stops? Or is the end of the utility line in question a large distance from Mr. Escobedo's property? Has he made any requests to see if any other neighbors would like to share expenses with him to extend the water line? What kinds of offers has the water utility made? What water utility company services this area? If the water line ends a long distance from the property in question is the City of Caldwell covering the expense of bringing it to one home? And how would they recoup this cost? Would that cause them to want to annex adjoining properties to help cover that cost with the increased tax revenue from those properties? If this annexation of others would be a result, I would like to see nearby homeowners be made aware of this likelihood of annexation and the expected costs so they may respond knowing the effects it may have on them. The notice we received gave no information other than that there is a hearing. If people know that something will affect them they are more likely to have an opinion and you will get better feedback and less back lash afterwards because people will be well informed. 4. If he annexes, will he still be able to use his well? Will those rights be maintained? Are they guaranteed to him in the written decision approving the annexation? 5. What other information do you know that would affect us or other neighboring properties that I may not have asked questions about? 6. Do you have a public information request form that I can use to request copies of the files for this case or may this email suffice? It states that they are on file for review but it is not feasible for me to make it to Caldwell today. Do you have a list of mailing addresses available to whom you sent the notice to so we can speak with other property owners? A suggestion was made to have one or two people speak for several, if they are like-minded, at the hearing to help the decision makers see the views of the people easier, and help the meeting be more concise.
