Traffic Signal at Montana and Hwy 55 — Brian Festa I had the misfortune of witnessing the fatal accident at the intersection of S. Montana and Karcher Road yesterday: I am renewing my request to have a traffic light placed at this intersection. I know you also informed me that such action is restricted by the state, but I feel strongly that such a proposal to the state will carry much more weight coming from Caldwell's traffic commission than from one private citizen. ITD corridor plan dictates the outcome at this intersection. ITD's plans for the Hwy 55 corridor are complete, approved and expected to begin in 2024. The plan will solve this problem In the interim, a motion was made and TC agreed unanimously to install Solar Flashing Stop signs and Solar Flashing Advanced Warning signs at the intersections of Hwy 55 at Montana and Florida. ACTION: Bob Nelson will research the best sign option and have signage installed at Montana and Florida intersections. 2. Request Yield sign at Elm Street approaches to Elm and Sunset — Doug Brinkman The Elm Street and Sunset intersection is a typical unregulated intersection in a residential area. There are thousands of them throughout the City. At unregulated intersections, the Right -of -Way rule applies. To add a yield sign the intersection would need to meet traffic study requirements'. A motion was made and TC agreed unanimously to monitor the intersection for accidents. If there is an increase in accidents at this intersection, the TC will revisit this request. ACTION: Tammy correspond with Mr. Brinkman letting him know TC's determination 3. Speeding on Larch — Robin Maggiore Ms. Maggiore's email; I have a bunch of video's and I recognize most of the cars. We've had the police out, we've had the radar trailer out. I've gotten plate numbers & have written anonymous letters when I know where they live. We've had a city councilman come & sit but it was at the slowest time of day. The time of day there is a problem are 7:30-8:15 every morning, 2:00-3:00 every afternoon when school is in session and 4:00-6:00 when people are getting off work. Additional information is needed to properly assess the situation before TC can make a determination. A motion was made and TC agreed unanimously to have a Pedestrian Study and a Traffic study done on Larch Street. Once that data is available TC will continue discussion on this request. The RAB at Ustick and Indiana will close for an expansion project on May 27`h. To get accurate information the study needs to occur before school is out for the summer and before the RAB at Ustick and Indiana closes. ACTION: Engineering will do a Pedestrian Study and a Traffic Study prior to May 27th. Resourcel Weather Pending Business. 1. A signal is planned at 241h Avenue and Blaine Street in front of the Simplot Stadium. The signal currently installed at Santa Anna and Ustick Road midblock will be repurposed for this project once the Ustick/Santa Anna RAB is complete.
