Date: August 24, 2009
The Engineering Department does not oppose the request by JR & Karen Smith to annex
approximately .92acres into the City with R-1 (Low Density Residential) zoning but provides the
following comments regarding future development of the site. The site is located on the east side of
KCID Rd. approximately 1000 feet north of Linden Rd.
This application is subject to a development agreement.
Rights -of -Way
1. KCID Rd. classified as a Collector. The applicant shall dedicate as public right-of-way a forty
(40) foot one half width right-of-way along the KCID Rd. frontage to meet City of Caldwell
requirements per Order of Decision Case No. Dan-03-07.
Street
1. Future development shall require any approaches on KCID Rd. to adhere to the City's Access
Control Standards for State Administered Highways and City Administered Surface Streets
Ordinance.
Sewer & Water
1. Future development of this parcel will require the applicant to connect to the City of Caldwell
Municipal Water System. Applicable fees will be assessed prior to connection. Sewer is
deemed unavailable at this time.
Storm Drain
1. Future development shall require the disposal of stormwater drainage in accordance with the
City Stormwater Management Manual including any subsequent updates.
Irriaabon
1. Irrigation water for any and all landscaping shall be obtained from applicable irrigation
District sources. City municipal water may be used only if the criteria specified in the

Landscape Ordinance Section 10-07-12 are met. Pressure irrigation may be available from
the adjacent Pheasant Run subdivision through an agreement between the applicant and
the developer of said subdivision_
General
1. Prior to commencement of construction in any dedicated right-of-way, the City Engineer staff
is to be notified. Appropriate City personnel are to be notified in advance for all required
inspections.
2. The applicant shall maintain the site in keeping with the City's nuisance abatement program
until such time as development occurs. The maintenance will include the semi-annual
mowing of all weeds within the subdivision boundaries and the removal of noxious weeds
when they are identified.
3. The applicant shall develop the site in keeping with provisions of all applicable City
Ordinances and Policies.
