CALDWELL URBAN RENEWAL AGENCY
REGULARLY SCHEDULED MEETING
April 10,2023

The regularly scheduled meeting of the Caldwell Urban Renewal Agency convened at 6:00 p.m. in the Caldwell Police Department
Community Room with Chairman Porter presiding.
The URA Secretary called the roll. Present: Commissioner Porter, Commissioner Doty, Commissioner Warwick, Commissioner
Moore,Commissioner Allgood,and Commissioner Garcia. Absent: Commissioner Brooks.

(CONSENT CALENDAR) [All Consent Calendar items are considered action items]
1) Approve minutes from the Urban Renewal Agency Regularly Scheduled Meeting held on March 13,2023;
2) Approve Resolution No. 2023-04 authorizing an Award of Bid to Ideal Demolition Services, Inc. in the amount of
$21,000.00 for the asbestos abatement and demolition of the existing home located at 4024 S Florida Avenue;
3) Approve Resolution No. 2023-05 authorizing an Award of Bid to Ideal Demolition Services, Inc. in the amount of
$103,243.00 for the asbestos abatement and demolition of the existing structure located at 213, 215, & 217 S. Kimball
Avenue.
Chairman Porter noted that the bid for Consent Calendar item#3 came in higher than the approved budgeted amount. In response
to questions from the Commissioners regarding where the extra funds would come from,Raely n North,URA Treasurer stated
that the extra funds could be appropriated from another project that comes in under budget,or from operational funds.
MOVED BY Doty,SECONDED by Garcia to approve the Consent Calendar as printed.

Miscellaneous Updates:

Project Stillwater- Industrial park concept on a large parcel near the Sky Ranch Business Park. Multiple large buildings are
planned.Working with Idaho Power and utility partners to find solutions for timing.
Project Richard-Great recent visit with an out-of-state hotel operator.They looked broadly at the Caldwell market and seemed
to be impressed with the growth and trajectory of the community.
Canyon Village- 316 Class A apartments at Homedale and Cleveland Blvd. DeBartolo Development has the project under
construction and has plans to be completed by the fall.This is part of a 32-acre master-planned community.
Project Russ-A manufacturing facility focused on the airplane industry.Visiting Caldwell on Tuesday to discuss options near
the airport.
Project Yanke-Continue working with a large grocer interested in the Caldwell area.Access on major thoroughfares continues
to be worked on.
Project Bengal- Another grocer that has taken an interest in Caldwell. Met with their brokerage to assess needs within the
Caldwell market;plans for a visit in the near future.
Phelan Development-Large scale project featuring 4 industrial buildings on highway 20/26 and Smeed Pkwy(252k SF).
Project St. George- large scale mixed-use development along highway 55. They're looking at commercial/residential
opportunities within the area.
City&Commerce Magazine-Caldwell was highlighted as their March feature.
North Caldwell URA:
District 26: Working with this group regarding plans to annex. As we review their site plan, we continue investigating access
points and timing related to their needs.
Project Grizzly:Financing,planning,and coordination continue to move forward.Main focus is access points into the properties
of interest.
Project Cardinal- Multifamily project considering the North Caldwell area. This project is looking to add more workforce
housing stock to our market to support the job growth planned for the region.
Project Buckeyes- Site visit was held last week. They are considering a large site in North Caldwell for their manufacturing
needs.Capex is$30-$40m.
Project Imagine-Touch point with the site selectors.Continuing to discuss possibilities.
Downtown Updates:
613 Main Street was recently demolished.Plans are underway for a new 2-story concept.
Dechase Miksis-The hotel RFQ will close on 4/21/23.Recent visit from a hotel developer and national hotel brand.
Temporary parking added on 7th Ave.and Kimball for drop offs and deliveries.
Parking study forthcoming. Will use new technology to evaluate our parking needs.
Takeaways:
• Caldwell is working diligently to add more commercial/retail activity to the community. Interest is evident. North Ranch
activity continues to blossom.
• Industrial demand is on the rise.Vacancy rates at 3%. Spec buildings are getting more interest of late.
• Multifamily interest is strong. New plans for additional units are on the horizon. Average home cost in Canyon County is
$390k;Ada County is$485k.

In response to a question from Commissioner Moore regarding a potential timeline for the parking study, Mr. Jenkins stated
there would be initial feedback within 6 weeks,then a full report within 3-4 months.

Downtown Updates:
Project Strong(Update): Closed on April 1". Local retail business that was seeking other location options within our
downtown closer to the plaza. Not enough traffic in current location and rental fees were an issue.Will be operating out of
their well-established Eagle facility for the present,with an eye to possibly coming back to Caldwell in the future. .
Project Duck(Update):Have been working with this business to help fill their restaurant space.The space has been vacant
for about 2 years.They have a potential end user(Restaurant)that is seeking a 10-year lease.They are now looking to sell
their property;the space has availability for four tenants.
Project Athletic(Update): Local Business out of Ada County that is seeking to expand,will combine outdoor door space
with indoor space.Toured downtown,two spaces identified,one is currently not available.
Project Collect(Update):Business owners from Ada County considering a new concept in Caldwell.They currently have
two different concepts in Ada County.Toured downtown,two spaces identified,both available.
New Projects:
Project Delicious: Known as morning treats,this food operations has two locations in Eastern Idaho, and one location in
Boise that is looking for a future brick-and-mortar location.
Project Treat: Combines to great sweet treat to catch attention of those with a sweet tooth.Currently has one location in
Ada County and seeking to open four additional locations in the Treasure Valley in the upcoming years.
Project 9th: Local downtown business has outgrown their space,seeking to purchase larger space in downtown.
Project 14: Entrepreneur has obtained funding to open this sought out service,hoping to find the ideal location.

In response to questions from Commissioner Moore, Ms. Morales summarized how she sees commercial and consumer
confidence right now as compared to a year ago. She noted that buyers and sellers are realizing that this is the time to take
advantage of the opportunities in the current market,and are negotiating toward agreement. She also outlined the process
that current businesses and potential businesses go through in seeking new space or in relocating to a different space,and
highlighted several avenues for discovering available spaces. .

Correction: Staff noted after the meeting that there was a typographical error in the amount of one of the invoice line
items,and in the invoices total The errors have been corrected on the table above.
In response to questions from Commissioner Doty regarding some of the invoices listed that show design costs, Brent Orton,
Public Works Director,explained which costs were identified in each project item in question,and summarized the process of
estimating design costs based on architectural,engineering,and structural elements.
After confirming that the invoices presented are first paid by the City, and the City is then reimbursed from the URA specific
project budgets(approved projects), Ms.North explained instances where budget amounts can sometimes be reallocated, and
noted that she will communicate with the commissioners when that happens. Commissioners expressed appreciation to Ms.
North for the level of detail in each line item and for the additional information provided regarding the projects listed.

MONTHLY CASH RECONCILIATION REPORTS:
Raelynn North, URA Treasurer, noted that the first page of the bank reconciliation report contained errors, and provided a
corrected copy(exhibit URA 1001)for commissioners to review. Ms.North then provided a summary of each of the items in
the report, and noted that the increment funds included in this report do not have the two project areas separated out; future
reports will show them as separate line items per the request of the commissioners. She also stated she would add more detailed
information regarding interest income amounts to future reports.

(ATTORNEY'S REPORT)
a) Update: Aztec Development(Kimball&Arthur). Mark Hilty,Agency Attorney,noted that there was a delay regarding
underground power. Issues were resolved last week,and will now look at reasonable times for action on the design of the
site by the developer.
b) Update: Amano Project(added). Mr. Hilty stated that the Amano project has also been delayed,due to the Brownfields
environmental site survey for phase 2 of the site. Developer is doing everything possible to continue to move project
forward quickly. Agency responsibility is to take care of any environmental issues identified.
c) Update: Overview of HB 328 Legislation and Effects on Urban Renewal Allocation Areas. Mr. Hilty reported that this
legislation deals with the definition of the base assessment roll under the Economic Development Act. He reviewed the
current tax increment allocation procedures and explained how the changes might affect the base assessment roll and the
tax increment increase available to the Urban Renewal Agency. He also stated that this may or may not affect increment
revenue for the North Caldwell area.
d) Update: Tax Delinquencies and Penalties as Increment Revenue. Mark Hilty,Agency Attorney, summarized the history
of this issue over the past months and noted that a legislative bill that could have resolved the issue did not pass. The
legislative approach was not successful, so it is now time to move forward with this again. More discussion will be
forthcoming in the near future.
(COMMISSIONER REPORTS)
Commissioner Allgood made a request of the Chairman to work with staff in placement and naming of the economic
development reports on the agenda and minutes documents.
Commissioner Allgood also noted that the County Clerk, County Assessor, City Council members, and others received an
invitation to an informational session on the closure of the East Urban Renewal District. Looks to be intended for all of the
affected taxing districts,and is scheduled for Friday,April 141 at 2:00 p.m.in the Canyon County public meeting room. This
is right after the Caldwell State of the City address by Mayor Wagoner at noon. Commissioner Allgood recommended that the
URA commissioners try to attend.
(CHAIRMAN REPORT)
Chairman Porter noted that he will be out of the country in May and June and Commissioner Warwick will be chairing the
meetings during that time. He will keep up with what is happening via the livestream,but will not be able to participate.
