The Engineering Department does not oppose the request by West Valley Construction to annex
a parcel of land north of the Caldwell Industrial Airport but provides the following comments
regarding future development of the site. The parcel is located north of Linden Street, west of
KCID Road and east of the current alignment of Smeed Parkway.
Rights -of -Way
1. The applicant shall submit for review and City Engineer approval, construction drawings
showing the proposed relocation of Smeed Parkway.
2. Smeed Parkway is classified as a Collector roadway. The applicant shall be required to
dedicate as public right-of-way a forty (40) foot one half width right-of-way along the proposed
Smeed Parkway alignment to meet City of Caldwell requirements.
Street
In accordance with the City's Infrastructure Improvement Policy future development will
require the applicant to construct frontage improvements along the Smeed Parkway frontage
to include a 34.5 foot half- width street section center -line to back of curb. The street shall
feature standard vertical curb and gutter, with offset 6 foot sidewalks, sub -base and asphalt
paving, required storm water drainage facilities and streetlights. These improvements are to
extend the entire length of the subject property.
2. Any approaches on Smeed Parkway will be required to comply with ACHD intersection
spacing and alignment standards at a minimum.
Sewer & Water
Future development will require the applicant to extend City sewer and water to the subject
property in accordance with the Franklin Sewer Study with 2005 updates and the Water
Master Plan as updated. Locations of said extensions will be decided during the review of the
improvement plans.
2. All on site water mains will need to be looped into existing mains for fire flow and water quality
purposes. Internal main sizing will be dependent upon the availability of fire flow.

Storm Drain
1. Future development shall require provision is to be made for the disposal of stormwater
drainage in accordance with the City Stormwater Management Policy. A copy of this policy is
available upon request. The engineer of record shall provide calculations, which indicate that
the assumptions in his stormwater drainage plan comply with the requirements of the
stormwater policy.
Irrigation
Future development will require the developer to maintain any existing upstream drainage
rights and downstream irrigation rights across the property. During the design phase of this
project, the developer or his engineer shall contact the appropriate irrigation district to help
ascertain these rights. These rights shall be shown in full, topographically, and submitted for
review along with the developments proposed construction drawings. Appropriate facilities
to convey irrigation and drainage water across the property to take care of any offsite needs
shall be included. A letter is to be obtained from the appropriate irrigation district indicating
their concurrence with the design and facilities that preserve these existing rights, if any.
2. Irrigation water for any and all landscaping shall be obtained from applicable Irrigation
District sources. City municipal water may be used only if the criteria specified in the
Landscape Ordinance Section 10-07-12 are met.
General
1. Prior to commencement of construction in any dedicated right-of-way, the City Engineer
staff is to be notified. Appropriate City personnel are to be notified in advance of all required
inspections.
2. Appropriately licensed public works contractors shall perform all construction of public
facilities.
3. All traffic control for the project shall meet the requirements of the Manual on Uniform
Traffic Control Devices (M.U.T.C.D.) and the City Engineer. The contractor shall provide a
traffic control plan to the City Engineer for review prior to any construction within the right-
of-way.
