The site abuts the north side of Ustick Road approximately 2600 feet east of Middleton Road. The developer will need to submit their access plans to Nampa Highway District prior to annexation. Nampa Highway District No.l recommends that the annexation and special permit approval be denied by Canyon County Development Services if they do not receive a letter of approval from the District. The applicant shall extend sewer to the property in accordance with the Franklin Sewer Study master plan. 2. Public water is available approximately 950-feet east of the subject property. The applicant shall extend a 12-inch line to the property along Ustick Road. Additionally, the applicant will need to drill a well and/or construct additional off-site water mains to meet fire flow requirements. These requirements are consistent with the City of Caldwell Water Master Study. Future development will require adherence to the City's lnfrastructure lmprovement Policy. Construction of curb, gutter and sidewalk improvements will be required. Currently there is only a prescriptive right-of-way along Ustick Road. Future development of this site will require the dedication of a 45{oot one-half width right-of-way to be dedicated to the City to meet the requirements for an arterial roadway. 5. Future development of the site will require compliance with the City of Caldwell Storm Water Management Policy dated December 1998. 6.During the future design phases of this project, the developer or his engineer is to contact any applicable irrigation District to ascertain all existing upstream drainage rights and downstream irrigation rights that need to be maintained across the property. Appropriate facilities shall be provided to convey irrigation and drainage water across the property to take care of these offsite needs at the time of development. There is to be no discharge of irrigation return water into the subdivision storm water system with new development. A letter is to be obtained from applicable lrrigation District indicating their concurrence with the design and facilities that preserve these existing rights before any future construction will commence. The impact of traffc to an arterial route such as this, needs to be addressed. Although this will be within the City when annexed, and is under the jurisdiction of the Nampa Highway District, Canyon Highway District would appreciate having copies of proposed approach plans.
