Testimony of George Klein speaking on behalf of the Douglas/ Kline Trust
Regarding Case Number ANN-50-01 .
Ladies and Gentlemen: I am unable to attend this evenings meeting with
regard to this matter because I am my wife's principle caregiver. My
property is adjacent to the property in question. I am not against the single-
family development if it is properly developed. I do have concerns however
about the commercial component of this development proposal. I am
concerned that the commercial may be situated in such a fashion as to abut
my properfy. I have a viable farming operation and would like to maintain it
as such and believe that a conrmercial land use next to my farm may further
erode my farming options. Further I am adamantly opposed to the overall
development concept if it is not connected to public sewer and water as part
of the application process. The land in question is partially underlain by a
soil substructure that has a concrete like character and therefore if the
applicant is suggesting on site septic this type soil structure guarantees that
their will be septic tank failure due to poor percolation.

RE: Case #ANN-50-01
Dear Commissioner:
With this letter I am voicing our strong opposition to the proposed C-2 zoning change, in
reference to the above case; the 1.6.44 acres located at the southwest corner of Ustick Road and
South 10'h Avenue intersection, in Caldwell, Idaho.
One reason we are against this re-zoning, is that there already exists plenty of property in the
general vicinity ,onid,C-2. We cite the 2 to 3 acres northeast of the subject property; as well as
nearly L3 acres just across the street.
Additionally, we have been actively seeking and negotiating with national tenants regarding
the development of a neighborhood strip center anchored by a grocery store. Allowing
additional land in the general area to be zoned C-2 commercial will only cloud the picture for
future development and negate the success of a project which has already received approval.
Naturally, a major anchor store would be hesitant to occupy such a location with the pending
fear that another neighborhood center could be constructed directly across the street.
We would like to mention, too, that we have not protested other zoting changes in the past for
adjacent properties;-however, we feel adamant in this case that a zoning change would be
detrimental to tlre success of the neighborhood shopping center for which The Carrington
Company received approval for in September 2000.
