Comments for CaldwellP&Z Commission (July llth Hearing)
The Caldwell Fire Department (CFD) offers the following comments regarding these cases to come
before the Planning and Zorung Commission on July 11, 2000:
Case No. SUP-90-00 Michele Snyder
Day Care Center I 223 Mountain View Rd.
The CFD is in support of this request. As the applicant pursues the process of State licensing the
CFD will become involved to perform the State Fire Marshal inspection of these premises for
compliance with fire codes applicable to day care facilities.
Case No. SUP-91-00 Joseph and Judith Doan
SFR and Guest House at2507 N. Montana
The CFD has no comment on this request.
Case No. SUP-92-00 Bryan K. Walker
Use of residence as office / 617 S. 6th
The CFD has no comment on this request
Case No. ANN-35-00 Crestline Development and Heartland Development
Annexation of 149 acres
The CFD would like the Applicants to be aware that municipal water service will need to be
extended to this area to support Uniform Fire Code required fire flow requirements. We would
encourage the Applicants, at their pleasure, to schedule a meeting with us to discuss street
circulation plans for proposed developments, phasing aspects, water, temporary access, street
narnes, addressing and similar concems.

Annexation Request for 149 acres
June 23, 2000
The Engineering Department has reviewed the proposed annexation and corresponding zoning
designations for the referenced application and provides the following comments:
1. The Engineering Department does not oppose the Annexation and the sewer and water
systems are capable of providing service to the area. The end of existing facilities is
approximately Ya of a mile from the Annexation site, but the City will soon extend lines within %
mile of the site.
2. The development area is 5,700 ft in right angle distance from the nearest Airport runway. This
means that the site does not lie within the low-level glide path at either end of the runway. The
fly-in and fly-out rotations do track over the site, but aircraft elevations should be high enoughto attenuate noise effects substantially and permit the proposed zoning designations
contemplated in the application.
3. The Airport Master Plan includes extension of the existing runway and the servicing of larger
Aircraft than presently use the Airport. The experience at other Airports is that most people
would not object to the noises expected at this site. Some overly sensitive residents however
can create havoc and legal battles that must be guarded against. The Engineering
Department recommends passive measures to limit residents ability to challenge existing and
planned uses at the Airport. This may take the form of Avigation easements or deed
restrictions and the Engineering Department invites input from the developers on ways and
means of protecting the Airport from these nuisance complaints.
4. The right-of-way for Highway 2A126 from KCID Road to Ward Lane should be included in the
annexation.
