Due to the unknown locations of accesses and density of homes, we must ask that you deny this request. Also, it would be much easier to determine safety issues ifthese requests were submitted with a concept plan. Law City Engineer RE: CaseNo. ANN-27-00 Annexation Request for 107 Acres Aldon W. and Jacqualine A. Harshman Date: April 14,2000 The Engineering Department has reviewed the proposed annexation and corresponding zoning designations for the referenced application and provides the following comments: (l) The Engineering Department does not oppose the Annexation and the sewer and water systems are capable of providing service to the area. The end of existing facilities is approximately t/q of amile from the Annexation site, but the City will soon extend lines within Y+mile ofthe site. (2) The Annexation area is 2,100 ft in right angle distance from the nearest Airport runway. This means that the site does not lie within the lowJevel glide path at either end ofthe runway. The fly- in and fly-out rotations do track over the site, but Aircraft elevations should be high enough to attenuate noise effects substantially and permit the proposed zoning designations contemplated in the application. (3) The Airport Master Plan includes extension ofthe existing runway and the servicing of larger Aircraft than presently use the Airport. The experience at other Airports is that most people would not object to the noises expected at this site. Some overly sensitive residents however can create havoc and legal battles that must be guarded against. The Engineering Department will be recommending at the time developments are proposed, passive measures to limit new residents ability to challenge existing and planned uses at the Airport. This may take the form of Avigation easements or deed restrictions and the Engineering Department invites imput from the developers on ways and means of protecting the Airport from nuisance comlaints. .e4 tu
