On December 72,2019 the Caldwell Planning and Zoning Department received the final plat
application for Case No. SUB-19F-22.
Files and exhibits relative to this application are available for review in the Planning and Zoning
Department,62L Cleveland Blvd., as well as applicable public hearings.

Final Plat Order of Decision- Windsor Creek East #5
GENERAL FACTS
APPLICANT: HDP Windsor Creek LLC,7OLS. Allen Street Suite 104, Meridian, Idaho, 83642.
LOCATION: Celeste Avenue & Varga street.
REQUEST: The applicant is requesting final subdivision plat approval for Windsor Creek East #5
Subdivision consisting of 33 residential lots and 4 common lots. The subdivision is located in an R-
1 (Low Density Residential) zone.
BACKGROUND: The preliminary plat for Windsor Creek Subdivision was approved by the Caldwell
City Council in March of 2005.
APPLICABLE LEGAT STANDARDS
City of Caldwell Zoning Ordinance No. 1451, as amended
City of Caldwell Comprehensive Plan
Idaho Code, Title 67, Chapter 65, Local Planning Act
City of Caldwell Subdivision Ordinance No. 2768, as amended
ENGINEERING DEPARTMENT STANDARD CONDITIONS OF APPROVAL
The Engineering Department has reviewed the proposed final plat and provides the following
comments regarding the project and the submitted final plat:

THE FOLLOWING LAND USE ACTION IS THE PRIMARY FEATURE OF THIS APPLICATION:

7. The following items must be completed before signing of the final plat. These items cannot be
bonded for:
a. The final plat will not be signed, and no building permits will be issued until this
emergency requirement is complete: Water System
b. The final plat will not be signed, and no building permits will be issued until this
emergency requirement is complete: Sewer system.
c. The final plat will not be signed, and no building permits will be issued until this
emergency requirement is complete: All weather surfaces.
d. The final plat will not be signed, and no building permits will be issued until this
emergency requirement is complete: Street signs installed.
2. Construction security will have to be provided for those items which are not among the above
mentioned items and not yet completed prior to signing the final plat. The final plat will not
be signed until a construction security has been provided as outlined and required in City
Code.
3. The final plat drawing has been submitted to the City of Caldwell, services have been installed
and the applicant has submitted the final plat drawing for signature by the Engineering
Department. The final plat drawing will have be done in accordance with City codes, policies,
and ordinances prior to the City signing the final plat.
CONDITIONS OFAPPROVAL
Applicant shall meet the platting requirements as set forth by City Code and in the preliminary plat
approval for this final plat, and for any letters of credit required.
Recorded mylars of the final plat shall be submitted to the Caldwell Engineering Department.
One paper copy of the recorded mylar shall be submitted to the Caldwell Planning and Zoning
Department.
Landscaping shall be installed in accordance with Caldwell City Landscaping Ordinance prior to
issuance of certificate of occupancies for development within this phase.

The Order of Decision was approved by City Council members and administratively signed by Mayor
Nancolas, on the date noted below.
