The Engineering Department has reviewed the proposed annexation and corresponding zoning designations
for the referenced application and provides the following comments:
l. Airport Avenue is desigrated as a major collector requiring 60 feet of right-of-way. Airport Avenue is
currently is platted at fifty feet of right-of-way.
2. Ustick Road is desigrated as a principal arterial requiring 45 feet to center line of right-of-way. The
property currently extends to within 25 feetof the center line of Ustick.
3. A crossing is required over the Phyllis Canal to connect Airport on both sides of the canal.
4. Sewer service is currently available I130 feet north of Easy Street along the continuation of Airport
Avenue. Construction of a sewer line will be required along Airport Avenue to the intersection with
Ustick.
5. The Engineering Department requests that the applicant be required to enter into a Development
Agreement to include the following:
a) l0 feet of additional right-of-way along Airport Avenue for a total of 60 feet.
b) 20 feet of additional right-of-way along Ustick Road for a total half right-of-way of 45 feet.
c) Road crossing of Phyllis Canal along Airport Avenue.
d) Sewer line extension along Airport Avenue.

The CFD has, up to this point, been uninformed of any plans for this property and the developer
has not approached the CFD to discuss such development. Therefore, CFD has no objection, in
general, to this annexation of 19.35 acres. However, the commercial development of this
propertyraises concerns regarding access to all five parcels.
There is not access to all parcelsfrom a public roadway. Access to parcels 1,2,3 and 4 will only
be from the adjoining Wal-Mart property, albeit via a joint access agreement with Wal-Mart. It
would be my recorlmendation that a traffic study be conducted regarding the ability of the
signals on the east drive to Wal-Mart at E. Cleveland Blvd. to handle increased traffic volumes
created by this development.
