Ji II EG E[V EILLE To: From: Date: MAY - 3 n02 Re: 3 The Engineering Department provides the following comments conceming an annexation request by Gerald and GailCrownoven The Engineering Department recommends that the Development Agreement prepared for this property be signed and recorded at Orner's expense as a condition of this annexation. 2. Any development of this property shall be consistent with the conditions established in the aforementioned Development Agreement. The City municipal water system is located in Aviation Way and is capable of providing service to the area. The closest available sewer facilities are located at the intersection of Linden St. and Aviation way. 4. Aviation Way is designated as a Collector Street. As specific development proposals within the proposed annexation area are presented, the City will review right-of-way requirements as outlined in the City code along with other issues pertaining to development. 5. The City of Caldwell lnfrastructure lmprovement Policy requires new development to construct street improvements, including curb, gutter, sidewalk, and street widening. 6. Development Plans - Prior to any proposed use or commencing any conslrudion, plans must be prepared by the developer's engineer and approved by the City Engineering Department which include the following items: a. Street section (including curb and gutter)b. Sidewalk (S-foot width);c. Connection to the City water system;d. Stormwater facilities (per City Policy);e. lnigation system (per Pioneer lnigation District requirements). 7. The developer is to employ a responsible design professional, preferably the engineer of record, to oversee and inspect construction, to perform and/or observe all requisite testing of completed facilities, and to certify that improvements have been construc{ed according to approved plans and in compliance with applicable City, State, and Federalstandards. 8. Prior to commencement of construclion in any dedicated right-of-way, the City Engineering Department shall be notified and a "Permit To Use Right-of-Way" shall be obtained. Notification preferably witl take place in a pre-construction conference scheduled by the engineer of record in which all appropriate personnel and utilities are present. Appropriate City personnel are to be notified in advance of all required inspections. 9. As noted previously, provision is to be made for the disposal of stormwater drainage in accordance with the City Stormwater Management Policy. A copy of this policy is available upon request. The developeis Page 1 of2 PA-s rA il t I engineer is to provide calculations, which indicate that the assumptions in his stormwater drainage plan comply with the requirements of the stormwater policy. 10. lnigation water for any and all landscaping shall be obtained from Pioneer lnigation District sources. 11. Appropriately licensed public works contractors shall perform all conslruction within rightsof-way. We respectfully question the matter of the future extension of Aviation Way north of this site with Aviation Wuy, south of this site. It has been our understanding for some time that Aviation Way, which currently consists of a lengthy dead end coming from Hwy. 20-26 southward to the canal would at some time be extended southward so that it ultimately ties in to the existing Aviation Way that connects to Linden Street. Specifically, we feel that the annexation by itself is not a problem. The problem will come from development of the parcel itself and traffic tirculation in general in that area. We feel that Aviation Way is an important north-south route on the east side of Interstate 84 for the timely delivery of fire and rescue service to that area. We would encourage the City to keep this in mind when annexing this land' Additionally, with commercial development of this land there will need to be adequate water supply provided to handle the fire-flow demand. Domestic water capability alone would not suffice. \YT o Steve Hasson Gordon Law, City Memorandum o To: From Re:ANN-53-01 for Gerald and Gail Crownover SW SEC. 254N-3W Parks Orchard Tracts, Lots 7 & 8 Date: May 24,2001 The Engineering Department provides the following comments on the above referenced annexation: The City municipal water system is located in Aviation Way and is capable of providing service to the area. The closest existing sewer facilities are located on the North side of Linden Street at the Aviation Way intersection. 2. Aviation Way is cunently designated as a Collector street, which requires a minimum of 60 feet of right-of-way. As specific development proposals within the proposed annexation area are presented, the City will review right-of-way requirements as outlined in the City code along with other issues pertaining to development. 3. The development area is within 3,200 ft. of the Northwest end of an existing Airport runway. The Airport Master Plan includes the extension of the existing runway to the Northwest and the servicing of larger aircraft than presently use the Airport. This means that the proposed annexation site is in the low-level glide path of the runway. The fly-in and fly-out rotations track over the site and aircraft elevations are not high enough to substantially attenuate the noise effects from these aircraft. Portions of the property lie within the future Runway Protection Zone, which does not permit the building of any structures within the zone. Additionally, the approach surface (precision or non-precision) will restrict the height of structures outside of the protection zone. 4. The location of this property relative to the existing and planned runways restricts its ability to develop very much beyond its present condition. Because of this, the Airport Master Plan has designated this parcelfor acquisition in accordance with standard Federal procedures. 1 Ph-l Page 1 of 1
