The CFD supports the annexation and the use and development of this facility. However, there are a couple of adjoining parcels on county land that contain commercial buildings on them. These have not been plan reviewed by the fire department and we would request that if annexation of those buildings is ever considered that the CFD be able to enforce the current fire code requirements on them as a condition of annexation. Z o o trGtr[Vtr MAR 1 5 2002 DATE:March 15,2002 TO:Steve Hasson, Community Development Director FROM:Douglas Brown, Assistant Chief / Fire Marshal SUBJECT:Comments for Caldwell Planning & Zoning Commission March 28,2002 Meeting The Caldwell Fire Department (CFD) offers the following comments regarding the following cases to come before the Caldwell Planning &ZoningCommission on March 28,2002: Case No: Applicant: Project: Location: ANN-65-02 Brent Merrick n/a - annexation 3200 Muller Lane The CFD supports this annexation but does have one possible concern. Recently Canyon County approved the construction of a couple of new commercial buildings in this vicinity. I believe they maybe located on this property. For whatever reason, the fire department was left out of the plan review process on those new buildings. Therefore, the city may be annexing a couple bf "new" commercial buildings that may not be in conformance with the fire code of Caldwell. If this annexation involves these new buildings, then I would respectfully request thattheP&Z Commission please consider, as a condition of annexation, that the owner submit to a fire inspection of those buildings and agree to ensure that they will conform with the fire code requirements of Caldwell. 1 w1/ t- o MEMORANDUM STEVE HASSON GORDON LAW, City Engineer o To: From:lrl Re: BEN WEYMOUTH, Assistant City Engineer Case No. ANN-65-02 Annexation Request for approximately 0.96 acres Date March 15,2002 The Engineering Department has reviewed the proposed annexation and corresponding zoning designations for the referenced application and provides the following comments: The Engineering Department does not oppose the Annexation, and the sewer and water systems are capable of providing service to the area. The property is currently connected to City water services. Sewer facilities are available approximately I 100' to the southeast. Access to these facilities would require crossing Hwy 20126 (Franklin Blvd.). The proposed annexation lies approximately 6700 feet NW of the nearest Airport runway, within the low level glide path designated in the Airport Master Plan. Height restrictions may be imposed on future development to accommodate future Airport expansions. Some overly sensitive residents may provoke complaints and legal battles against noise associated with Airport operations in this path. The Engineering Department recommends passive measures to limit residents' ability to challenge existing and planned uses at the Airport. These may take the form of Avigation easements or deed restrictions.
