Annexation Request for 100.29 acres

The Engineering Department has reviewed the proposed annexation and corresponding zoning designations
for the referenced application. This department does not oppose the annexation, and provides the following
comments:
The City water system is capable of providing service to the area. Water mains are in place on the
southern border ofthe properfy, and are currently under construction on the eastern border ofthe
properfy.
The City sewer system currently extends south on Indiana Ave., approximately 400 feet west of
the north portion of the properry, and approximately 1000' west of the south portion of the
property. Access to the system will require negotiation of easements across private property, and
a crossing of the Dixie Drain. In accordance with the Dixie Interceptor Study, the existing system
has adequate capacity for the proposed zoning designation (R-l).
As this property develops and preliminary plats or building permits are processed, the City of
Caldwell will require dedication of right of way for the following roadways:
. Florida Avenue, along the eastern boundary
o Homedale Road, along the southern boundary
o Laster Lane, along the northern boundary
This area is experiencing rapid and expansive growth. Accordingly, the City of Caldwell may
need another municipal well for domestic water supply. The developer(s) will be approached
regarding dedication of a municipal well site during the preliminary plat process.

The CFD has met with the Applicant's representatives and other city staff to discuss this project.
ln reviewing the preliminary plat map, several issues surfaced that the CFD and the Applicant's
representatives have reviewed. The issues that have been discussed involve the following: the
provision ofsecondary access through all phases ofthe project, fire hydrant locations and street
names. To meet the secondary access requirements may require that the Applicant provide
temporary roadways, which the Applicant has agreed to provide.
Fire hydrant locations will be decided phase-by-phase by the Fire Marshal, therefore, those
shown on the preliminary plat map are non-applicable. During the meeting with the Applicant's
representatives it was noted that the street names shown on the preliminary plat map had not
been accepted or approved by the CFD.
It was also noted that there were two separate instances where the same street name had been
submitted within this project. The CFD will review all other submitted street names and approve
them as applicable. The Applicant's may then submit altemate names for those street names
rejected or duplicated.

The CFD has met and conferred with the Applicant regarding this project. Since the project was
originally proposed several months ago, specific conditions relating to fire hydrant locations,
gates, roadways, turning radii, fire separation, etc. will be set forth in detail during the plan
review process.
The CFD is on record as supporting this annexation and has encouraged the Applicant to annex
to the City of Caldwell from the concept of the project. This was necessary in order for the
Applicant to receive "city''water for fire protection. Therefore, the CFD supports this
annexation.
