Pheasant Run 3 and Pheasant Run 4 will have to go through the final plat application process again, because they never issued a letter of credit in time. The fire hydrant on Mesa Springs Avenue was not located as per Plan Review but will be acceptable situated as is. ws o o Memorandum To: From: Date: Re Brian Billingsley, Senior Planner Gordon Law, City enginew$ Jared Hale, Engineering Tech I SUBl09 l2l F-04 Whitney Springs Subdivision Number 2 July 16, 2007 The Engineering Department has reviewed the proposed final plat for Whitney Springs Subdivision Number 2 and provides the following comments regarding the project and the submitted final plat: 1. The big four items must be completed before signing of the final plat. These ltems can not be bonded for: a. The water system is not operational. The water system has been constructed, pressure tests have been recelved but no clean water samples have been received b. All weather surfaces are in place. Compaction test results for the roadways have been submitted to the City for review and approved. c. Street signs have been installed. d. Sewer system is not operational. The line has been constructed. Sewer video, as- builts, and pressure tests have been submitted and approved. However, the down stream sewer system in Phase 1, which had been previously approved and dedicated, has warranty problems that the original contractor has been unwilling to correct to City satisfaction. The final plat will not be signed and building permits will not be issued until this emergency requirement is corrected. 2. Construction security will have to be provided for those items which are not among the big four and not yet completed prior to signing of the final plat. The city has not agreed on a bond amount for those improvements not yet constructed. 3. The final plat drawing is corrected and has been returned to the City of Caldwell Engineering Department on March 23,2007.
