Transitional Housing

This property will be used to transition male parolees back into the community.
Our contract with strict house rules, must be agreed to, for entry into our Transitional House:
No consumption or possession of alcohol or controlled substances in or on the property.
Must obey all conditions set forth by probation and parole.
Must obey a 10:00 p. m. curfew, 7 days a week.
Must have full-time employment of 30 to 40 hours per week within 30 days of occupancy.
Guests are not allowed to visit the residence, inside or outside.
Must keep residence clean, inside and outside, and free of debris. Chores will be assigned and responsible for cleaning of living quarters daily.
No storage is allowed of personal items whether inside or outside of the house and premises.
No repairs will be done to vehicles on the property. Washing vehicles is not permitted on the property.
Parolees must submit to blood alcohol content testing (BAC) and/or urine analysis upon request.
No smoking is allowed inside the house. Smoking is permitted ONLY in smoking area in the backyard.

Floor Plan Explained:
There will be two men per bedroom.
The house is fully furnished, including washer and dryer.
The kitchen has pots, pans, plates, utensils, and small & large appliances.
Because some men may leave prison with barely the cloths on their back. We will give each man a starter package. It will include towels, (bath, hand, and wash cloth), 2 sheets, a comforter,
a pillow with case, assorted toiletries, and a gift card for food.

This HUD home was built in 1972 to meet the HUD housing specifications of the 70’s. Those specifications required proper egress standards of the time period.
Since original construction, the 2 basement bedrooms have been upgraded to include proper egress windows.

This house has fire/smoke detectors in the kitchen, dining area, and in all living areas and all bedrooms.

Front Yard - Plan of Action
The front yard, (40’ wide x 53’ long), will be reseeded in the spring once irrigation water is turned in.
The front yard and sidewalk to curb will be planted with grass to meet the minimum standards of the current city codes.

Parking - Front of the House
There is room for two vehicles in this (8’ wide x 40’ long) driveway.
Should a parolee acquire a car. They would be allowed to park here or in the parking area in the back.
Parking - Street/Curb
The street parking, in front of our house, has sufficient room for two cars.
Parking here will NOT be used by any of our house parolees.
The house rules do NOT permit any visitors therefore, these parking spaces should only be used by Xerof management, Parole Officers, locale neighbors, and other people pertaining to
the operations of this Transitional House.
Parking - Back Yard

All of the back yard, except under the shed, will be leveled, covered with chip base, and compacted to give us a solid area for additional parking. The chip base will allow for proper
drainage to our property subsoil.
There will be 6 parking spaces, (8 feet wide and 20 feet deep), on the fence line you see to the left. This will allow for additional parking for the parolees. Experience has shown that
fewer than 70% of the parolees will have a car, prior to them leaving the Transitional house.
The shed holds our lawn care tools for the front yard. A lawnmower, fuel, edger, and rake. The shed has a lock on the door to discourage theft.

This backyard (48’ wide x 48’ long) is completely enclosed with a six-foot wooden fence.
These 2 eight-foot sections, in the forefront, will be removed to provide access from the alleyway for parking. The sections will be made into two gates that will swing inward. The center
post will be cut at ground level to be used as part of our locking anchor.
Camera Locations
Front Door Cameras #1 and #2
We use SimpliSafe equipment and monitoring service.
Both outside camera (#1), and doorbell camera (#2), will be monitored 24 hours a day 365 days a year. Cameras #1 will monitor parolees using the front door for coming and going. Camera
#2 will see and record everything from house to curb.
This is how wewill see, in real time and record, that our house rules and/or the parole requirements are followed. In the event of any violations. We havea copy (proof) torefer to, should
a parolee be in violation of house or parole rules.
Side Door
Camera Location #3
Camera #3 will monitor parolees using the back door for entrance and exit going to the back of house/parking area.
It is also used for security of the house, via the 24-hour monitoring from SimpliSafe. This camera will see and record everything down the driveway.
Back of House
Camera Location #4
Camera #4 will monitor parolees using the back yard for vehicle parking.
It will help us to see, in real time, and record all activities in the back parking area.
This camerawill see and record everything in the fenced area, on the back side of the house.
Designated Smoking Area
This whitebox shows where the one and only smoking area will be.
Vehicles will be parked, facing into the fence, to the left, in the picture.
No smoking will be allowed invehicles that are parked on the property.
There is aminimum of 10’ bumper area,from the smoking area to any building, fence, or vehicles.
A (Justrite Smokers Cease-Fire) commercial ashtray will be provided in the Smoking Area. There will be NO seating or cover in the Smoking Area.

In response to Superintendent French’s concerns of the Transitional House in proximity to Canyon Springs Alternative High School at 516 N 11th Ave, Caldwell, ID 83605, The map clearly
shows, (at .5 miles distance), we are outside of the minimum footage, (300 feet), required by law.
Conclusion
Most Idahoans with felony convictions don’t have the ability to explain the circumstances of their convictions or their journey since. Instead, they are denied accommodation because
they have been convicted of a felony and their applications are immediately rejected.
All of this happens despite the fact that under Idaho law, people with felony convictions who have completed sentences and parole are supposed to be returned “the full rights of citizenship.”
The lack of protection for people with a criminal history means they are frequently pushed into the shelter system or onto the streets.
For returning citizens, transitional housing is an essential service as it offers individuals a chance to get back on their feet and time to find permanent housing, obtain a job, reunite
with family, and assess the next steps in their reentry journey.
These steps are vital to reentry as many people are reluctant to rent houses to felons. This can lead to a cycle of probation violations since jobs are often denied because the individual
does not have a permanent address.
Transitional housing helps promote community reintegration, provide time for the felon to get used to life on the outside, and help build a savings account to have money for their own
place.
Many halfway houses offer dormitory-style living, which limits a person’s privacy. Our Transitional house has a maximum of two men in each bedroom, which gives them a more home-like
feel, which can be a benefit.
Most transitional housing stays last about 3 to 6 months. Our Transitional house is self-funded and receives no State or Federal funds. This helps to ease the pressure on State and Federal
budgets.
Xerof Inc understands the concerns of the neighborhood and will be diligent in keeping the neighborhood safe by enforcing strict adherence to the House and Probation rules. Violation
of any House and/or Probation rules may result in the return to the State Institution.
