You will fix all of the easement encroachment issues by moving/removing structures erected within easement boundaries. This includes not only the fence we discussed, but foundations, patios, etc. located too close to irrigation supply lines, as well as ensuring proper clearance of 16' around the pump station building. 2. You may approach the City of Caldwell about taking over maintenance of the system/pump station. 3. You may have residents of the subdivision form a homeowner's association to take over maintenance of the system/pump station. As stated in the meeting, Pioneer will not take over maintenance of the system as it stands today. Please advise us of your decision as soon as one is made. If you should have any questions, please don't hesitate to call. Please refer to a letter dated July 2, 2003 from Moffatt, Thomas, Barrett, Rock & fields This is a rough draft to the Construction, Operation and Maintenance agreement that'" sent to Mr. Rich Pickett, of Silverhawk Development. In addition to the previous letter, an additional letter was sent by Moffatt, Thomas, Barrett, Rack a Fields pertaining to the same matter on July 28, 2003. The design engineer however, should review the location of the pressure irrigation main along the Parker Gulch Drain. It appears it maybe designed within thn Drain easement_ If ttie pressure main is within the Parker Gulch Drain easement plans may need to be redesigned. If the District has no additional concerns Earl, Mason, & Stanfield, Inc. recommends approviil of The construction plans. Earl, Mason, & Stanfield, Inc. shall be notified of the date and time of the pre -construction meeting. Pioneer Irrigation District's main concern is that all water rights within the District be honored, and that access to irrigation water be provided to every parcel of land. Delivery point for thas property is gate 40 — Lowiine Canal. All existing easements, right-of-ways, and other means used to honor the water ights to downstream weterusers must be maintained and allowed to continue to exist. it is irnpiurative that no one disrupt the delivery of water to a downstream water user. The department provides the following comments on the submitted final plat: 1. The water system is not operational. The water system has not been constructed and testing on the water system has not been done. The plat will not be signed and building permits will not be issued until this emergency service requirement has been completed. 2. The roadways have not been constructed. The plat will not be signed and building permits will not be issued until this emergency service requirement has been completed. 3. Street signs have not been installed. The plat will not be signed and building permits will not be issued until this emergency service requirement has been completed. 4. Sewer system is not operational. The sanitary sewer line has not been constructed, tested, or taped. The plat will not be signed and building permits will not be issued until this emergency service requirement has been completed. 5. Construction security will have to be provided for those items not yet completed prior to approval of the Final Plat. A "Construction Punch List' has not been issued for this development. The developer and the City of Caldwell have not agreed to bond amount for improvements not yet constructed. 6. A pre -construction conference for this development was held on June 19, 2003. A similar project for this site had been previously submitted as Maple Wood Estates. In its present form, as submitted, there are a couple of changes we are requiring regarding street name and fire hydrant locations. Any deviation from approved plans which requires further review and approval of the Fire Marshal. New conditions or requirements may be imposed as the result of any changes or exceptions. All conditions noted in this plan review pertain to this project, to and through its completion and intended use. Itemized Conditions: 1. Acceptance of water supply for fire protection is contingent upon acceptance of the water system by the City Engineer and DEQ. 2. All required fire hydrants are to be installed and fully operating prior to any combustible materials being brought on site. 3. The Applicant has provided an acceptable means of secondary access to/from this project. 4. The submitted street name of Wood Springs is accepted. However, to conform with the city's street naming policy that portion south of Maple Street will carry the suffix of Place (Wood Springs Place) and that portion between Maple and Oak Sts. will carry the suffix of Avenue (Wood Springs Avenue). �k � r 5_ The locations of proposed fire hydrants are to be modified. One new fire hydrant shall be located on the SE corner of Oak and Wood Springs Avenue. The other shall be located directly at the south end of Wood Springs Place between lots 513 and 5C. 6. A minimum required fire flow of 1,000 GPM is required from each fire hydrant. 7. Street name signage shall be installed prior to combustible construction starting. 8. Distinct and legible temporary addresses are required for all lots and any buildings under construction until such time as permanent address numbers are posted. 9. All-weather access roadways are to be installed and made operational prior to combustible construction starting. 10. The civil engineer shall submit a revised plat map that contains the corrections noted in this plan review. 11. The Applicant/Developers shall carefully instruct aU contractors and sub -contractors on this project of the importance of fire and life safety on the job site. Specifically the following common fire code violations are often encountered on construction sites: • Fire hydrants that are obstructed or blocked by vehicles, construction materials, weeds, realty signage or debris • Roadways that are partially or completely obstructed or blocked by unattended construction equipment or delivery vehicles • Missing, neglected or obstructed temporary addresses or street name signage • Open burning (warming fires) on construction sites • Not removing debris and keeping sites as trash -free as possible 12. Applicants and their engineering firms are cautioned to seek out and receive a CFD approval stamp and sign off on all "final' plat maps submitted for recording to Canyon County to ensure that all conditional items have been properly rectified and corrected. 13. Fire separation between the common -walled units shall be as stipulated by the Building Official per the IBC. NOTE: The CFD is responsible for issuing addresses. No addresses for building permits will be issued until such time as the CFD has been provided with a stamped copy of the final recorded plat map for this subdivision.
